NDTF. The UGC Secretary has recently issued a clarification to the effect promotions under CAS shall be governed by the UGC Regulations which are in operation on the date of eligibility and not on the date of interview. This so called clarification has caused self congratulatory euphoria in certain circles. One reads jubiliant posts of Duta Zindabad , March on,etc. by a section of activsts. Earlier in August 2013 another section had exhibited similar euphoria claiming great individual(??) achievement by their leader. Whereas ndtf is a firm believer in Zindabad of DUTA ,and its onward march, the Secretarys clarification is nothing more than stating the obvious.As it stands today only those who were eligible to be promoted under CAS before 31st December2008 will be governed by the old screening criteria irrespective of the date of interview. One has to make a distinction between service conditions/pay package and screening criteria for promotion under CAS. Whereas pay scales etc are implemented wef 1stJanuary2006, the screening criteria for CAS should be applicable from a future date like17th August2013, the day DU EC adopted the resolution on CAS. We appeal to all not to enter into an undignified rat race for grabbing credit but genuinely pursue the promotion and other issues with sincerity.
