NEPAL GOVT IS PLANNING TO SIGN MEMORANDUM OF UNDERSTANDING WITH THOSE COUNTRIES WHERE MORE THAN 10000 NEPALI WORKERS ARE WORKING AND ALSO TO SET UP COMMUNITY WELFARE FUND IN FOREIGN EMBASSIES TO HELP WOMEN IN DISTRESS FOR THEIR RESCUE AS WOMEN MIGRANTS CONTRIBUTE 11% OF FOREIGN REMITTANCE TO THE COUNTRY KATHMANDU, July 1: The government is planning to sign memorandum of understanding (MoUs) with countries employing more than 10,000 Nepali migrant workers. As per the National Plan of Action (NPA) for safe migration, the Ministry of Labor and Employment (MoLE) will sign MoUs with destination countries and develop joint technical committees in a bid to monitor such agreements. The government has already signed such agreements with Japan, Korea, Qatar, Bahrain and UAE. As part of its plan of action, the government also plans to control human trafficking. Likewise, under the Pillar 4 of the NPA, the government will set up community welfare funds in Nepali embassies in Gulf countries to rescue trapped women migrants. Foreign Employment Promotion Board, under MoLE, will provide financial assistance for the rescue such women. Speaking at a consultation meeting organized by MoLE in collaboration with the United Nation (UN) Women in the capital on Tuesday Representative for UN Women Ziad Sheikh said Nepali migrant workers have faced forms of abuses, exploitation due to lack of adequate information and absence of decentralized recruitment process. Stating that 11 percent of remittance received by the country is contributed by women migrant workers Ziad said, “The figure could be significantly higher if women faced less challenges and discrimination throughout the migration process. Talking to Republica, Secretary at MoLE Bhola Prasad Siwakoti informed that the NPA will help implement the government´s Foreign Employment Policy introduced in 2011. Likewise, Sharu Joshi Shrestha, head of Women Economic Empowerment Unit of UN Women stated that making productive use of remittance is one of the major priorities of the NPA. Shrestha added, “Safety of migrant workers, including reintegration and rehabilitation of returnee women migrants are important aspects of the NPA.” She stressed that the NPA should address the issue of providing citizenship to the children of returnee migrant women. MoLE including UN Women and other stakeholders are mulling to come up with the final NPA within this fiscal year. NPA, to be implemented in five years, has seven pillars and would require a budget of Rs 6 billion.
