NEWCASTLE retailers who place clothing racks, sales bins and signs outside their stores will be charged rental fees for the public space they occupy under plans set to be adopted by Newcastle council. The plan, which is about to go on public exhibition, will work similarly to al fresco dining charges for restaurants who use public spaces.
