NEWS UPDATES AT 7 O’CLOCK WITH ORANGE. Government has been accused of trying to smuggle 7trillion shillings to keep it in operation in the midst of parliament’s process of approving the just read national budget 2014/15. Speaker of Parliament Rebecca Kadaga made the accusations yesterday. This comes after junior Finance minister, Aston Kajara, tabled represented 50 per cent of the proposed 2014/15 Budget contrary to the Budget Act which allows only 30 per cent to be advanced to the government. The minister’s defense was that the President can spend without any limit referring to Article 154 of the Constitution. However, the house refuted this. The issue is to be brought back to parliament today. Ministry of education has revealed that students applying for the student loan scheme will have to pay a 7% interest when clearing the debt. Applying for the loans has kicked off and Centenary bank is the only bank yet on board to help the process. The bank is responsible for receiving filled in application forms and giving out loans across the country. Students who fail to repay the loan on completion of their course of study risk being imprisoned or fined 1 million shillings. Government has put aside Shs5b to kick-start the scheme which is intended to enable students from poor background to access higher education. He cautioned parents against marrying off their underage daughters saying they should instead take them to school to ensure a brighter future for the girls, their parents and the entire community. Meriam Ibrahims lawyer says she and her husband are being questioned over their travel documents. It is thought they were trying to fly to the US. She was sentenced in May to hang for renouncing Islam - sparking an outcry - but was released from jail on Monday. Meriam’s husband is a Christian from South Sudan and is a US citizen. Security agents detained Meriam, her husband Daniel Wani and two children at the airport yesterday. The security authorities did not state why she was apprehended. The Ukrainian military says one of its helicopters has been shot down by pro-Russian rebels in the east, killing all nine people on board. It says the Mi-8 helicopter was hit by a rocket shortly after take-off outside the rebel-held city of Sloviansk. It comes a day after the rebels vowed to observe a ceasefire until Friday, in response to a government peace plan. But Ukraines president said he may end it due to constant violation by rebels who are controlled from abroad. A statement from Petro Poroshenkos office said the head of state does not exclude that the ceasefire regime may be revoked ahead of schedule. In a further sign that the truce might be unraveling, Alexander Borodai, leader of the self-styled Donetsk Peoples Republic which is defying the Ukrainian government, said that in his view there was no point keeping to the ceasefire.
