NILS building to gulp N51bn By Ronald Mutum & Mustapha Suleiman The National Assembly is to spend N51 billion for the construction of the permanent site of the National Institute for Legislative Studies (NILS), the chairman of the governing council of NILS, Senator Ike Ekweremadu has said. The Deputy Senate President, who spoke at the ground breaking ceremony of the project along airport road in Abuja, said the actual contract sum is N51 billion and half of that will be spent in the 2 years scheduled for the first phase of the project. Senate President David Mark, who unveiled a plaque and laying of bricks along with the Speaker of the House of Representatives, Hon. Aminu Tambuwal, said the ceremony marks his happiest day as a member of the National Assembly. According to him, “this is the first time we are embarking on a project that is purely initiated by the National Assembly, very often we accuse the executive for not completing projects, but I will not be party to any white elephant project.” He added that, the NLS must meet best international standards and always look at improving the capacity of the legislative process in Nigeria and the entire continent, whilst deepening democracy on the continent. On his part, the Speaker of the National Assembly, Hon. Aminu Waziri Tambuwal said, the NILS project is a history making venture that will impact positively in support of parliaments especially in West Africa. The Managing Director of Julius Berger, Wolfgang Goetsch, said “during the first phase we will focus on core buildings like the Library, the Lecture Theatre, the Administrative building and the outstanding Convention Centre.” The NILS is an organ of the National Assembly established by an Act of Parliament in 2011, the NILS is to acts as a multi-disciplinary institution capable of providing training, capacity building, research, policy analysis and extension services for the legislature at the Federal, State and Local government levels.
