NO BUDGET, NO RECURRENT; NO FAAC! I raised the question of the consequences of not passing the 2014 on the FAAC to states last week. I posited in that discuss that the APC, having the governors with the poorest states in Nigeria, may be stabbing itself in the chest. The new directive by the APC to its members to only pass the recurrent component of the 2014 budget is indication that the party is about to chicken out. I called the threat stupid. Why does the APC want only the recurrent component passed? They need the Ministry of Finance to up and running. Blocking the recurrent will mean that after a period of three months, the FG will practically shut down as civil servants will not be paid. If that happens, there will be no one to disburse the FAAC to the states. Why would the APC chicken out? Most APC states are broke, and are almost 100% dependent on FAAC. The Rivers state government, only this week, sought approval from its rubber-stamp legislature, for another bond of N100 billion. 13,000 teachers employed last year have not received a dime in salaries since they got engaged. In Adamawa state, workers have not been paid; in Sokoto state projects are on standstill and public workers are threatening to embark on a strike; in Kano doctors are teachers have just had it to the neck, a strike is imminent. In Imo, Oyo and Ogun, the story is the same. Contractors are screaming for payments. Things are rough :) . Never in the history of World politics has a party NEC instructed its members in congress to filibuster a national budget (or any of such). That is a decision of the party caucus in the legislature; and such a decision to filibuster must originate from within the members of that party in the legislature. I am very sure the president will veto anything short of what he has sent to the National Assembly, especially when the reasons for any such fragmentation of the budget is purely political. The APC will seek a face saving path in the end. Good morning-
