NPR (Northern Peripheral Road)/ Dwarka Expressway updates Gurgaon-NPR-SPRNorthern Peripheral Road or commonly known as Dwarka Expressway is being developed under the public private partnership (PPP) model. This stretch will connect Dwarka with National Highway 8 at Kherki Dhaula and will pass Pataudi Road. The NPR stretch has been planned as an alternate link road between Delhi and Gurgaon, and is expected to ease the traffic situation on the Delhi-Gurgaon Expressway. The road was to have provided connectivity to the much-touted Reliance-HSIIDC SEZ besides the Garhi Harsaru dry depot,but the Reliance SEZ has now been cancelled in the latest Masterplan 2031 of Gurgaon and the land allocated for residential, commercial & institutional projects. Much like Delhi, Gurgaon too will have a BRT corridor to decongest traffic on the Northern Peripheral Road. In several sections, the NPR will have provisions for the Bus Rapid Transit (BRT)corridor to ensure smooth flow of buses. The road will be fully developed in March 2022. The litigation has led to delays in the state government being able to commence work on approx 4 km of the 18 km stretch. “The Haryana Urban Development Authority (HUDA) had awarded the joint contract to build 14 km to JSR Construction Pvt Ltd and Indiabulls Construction Limited on April 1, 2011, and had set a deadline of March 31, 2012. The remaining four km is under litigation,” the Hindustan Times reported. Builders like Navin Raheja of Raheja Developers, and also President of National Realty Development Council (NRDC) of India have blamed the govt for the delay saying, “The delay is a sign of negligence. The government is not ready to realize that thousands have invested their hard-earned money in the upcoming properties along the NPR and they do not know when this road will be completed.” Mr Navin Raheja is also the President of National Real Estate Development Council.On the other hand residents have blamed powerful builders like Navin Raheja for change in alignment of the Dwarka Expressway, which instead of going over the empty farmlands then held by builders like him was made to go over the habitated New Palam Vihar Colony now requiring the demolition of hundreds of homes. Now house owners are demanding that the alignment of Northern Peripheral Road be changed so that their houses can be saved. With this demand residents of New Palam Vihar Resident Welfare Association and Municipal Corporation of Gurgaon Councillor met the Haryana Urban Development Authority (HUDA) Administrator. The house owners claim that changing the alignment would save their houses. The HUDA Administrator visited the spot, along with other senior HUDA and town and country planning officials. After checking the situation on ground, he also gave instructions to carry out a fresh survey of the site and explore the possibility of changing alignment near New Palam Vihar. The new alignment would be planned in such a way that very few houses are affected in the colony. The demolition of the 300 homes of the New Palam Vihar that fall along the alignment of the road have become a major issue, and the residents have to be provided alternate accommodation before their homes can be demolished. So far the residents have not accepted any of the proposals made by the authorities.The authorities had tried to forcibly tried to remove some of the obstructions that were not under court-stay, but were stopped from proceeding by the residents of New Palam Vihar. The delay is causing consternation to many buyers & builders who have started projects along the regions of this upcoming Expressway but the roadblocks to the construction are many which may take many years to resolve satisfactorily. There have been many attempts to scare the New Palam Vihar residents like the mystery people who started chopping trees along the alignment of the Dwarka Expressway (also called the Northern Peripheral Road) despite the fact that the residents of the disputed area had got a stay order in 2008 from the Punjab and Haryana High Court. The Punjab and Haryana high court has issued notice of motion to the state alongwith the directions to maintain status quo on land acquisition after taking up a bunch of petitions filed by the aggrieved persons whose land had been proposed to be acquired by Haryana government at Sai Kunj, New Palam Vihar, Phase-III, Gurgaon. The petitioners had sought directions from the high court for quashing of the notifications dated December 21, 2009 and December 17 last year issued under sections 4 and 6 of the land acquisition Act, 1894 for acquisition of petitioners’ land. Issues or rumors: 1. In ROB, railway is involved hence no matter its take their own time as normal construction project took. 2. Delhi side connectivity, litigation and another dispute between agencies. No major role of HUDA. 3. Connectivity with NH8, consent of NHAI required. 4. Litigation pending in HC and neither government nor HUDA can resolve this issue unless Court verdict not delivered or matter settled out of court. 5. Electricity sub-station and water channel, unless the land acquisition of various patches not happened can’t proceed with it. Scores of projects are coming up here. “The buyers and builders are worried as overall value of the land and flats along NPR has gone down in the past two years,” said a member of the National Real Estate Developers’ Council (NAREDCO). The 18-km road, also known as the Dwarka Expressway, is likely to be completed by April 2015. According to the latest project status report submitted to the state government by the Haryana Urban Development Authority (Huda), the completion of the stretch in 2015 will be subject to vacation of stay order on some portion and allotment of alternative plots to the people likely to be displaced from its 4-km stretch in New Palam Vihar and elsewhere. JSR Construction Private Limited and India Bulls Construction Ltd are jointly constructing the 14-km stretch. A sum of about R28 crore has been spent till date out of total estimated cost of R57 crore. Pankaj Kumra, chief engineer, Huda refused to comment on the delay when contacted by the Hindustan Times. Unable to start work and also able to pacify the angry residents, the officials made a hasty retreat from the site after the residents threatened to damage the vehicles.According to a senior official, a team of officials under sub-divisional engineer BD Yadav reached S-block of New Palam Vihar around 9 am. They started the construction work at 10 am after a team from the Palam Vihar police station reached the spot.
