NRM priorities are misplaced What Uganda needs is public works or a stimulus package to create jobs for millions of youth that are unemployed and under employed, not money for Kutesa to campaign for presidency of United Nations General Assembly that does not bring benefits to Uganda. We spent so much money on Security Council. What did Uganda gain? We spent so much money to get into the Human Rights Council. What has Uganda gained? We do not campaign to be on Executive Boards of UNICEF, UNDP and UNFPA that give us development money because these bodies are not of interest to NRM that is interested in security matters and prestige. We need food to feed our people first especially children at home and in schools that are vulnerable. Other countries such as Brazil, Mexico and India etc have social protection budgets that support vulnerable families through cash transfers that are used to feed families, get them healthcare and send children to school. Uganda produces food for export to earn foreign currency to cater for the interests of the rich while children starve and others drop out of school for lack of school lunch that other African countries are providing as agreed in NEPAD of which Uganda is a member. NRM preaches industrialization while allowing all sorts of manufactured products to enter Uganda tariff free and quota free undermining local industries that could create jobs if protected against unfair competition. No country has developed a manufacturing sector without infant industry protection – none. The ministry of foreign affairs collects a lot of money from renting some of its buildings abroad. The Uganda mission building in New York generates a lot of money. The Ambassador’s house located in a high class section of Manhattan is rented while the Ambassador rents a residence at Uganda tax payers’ money. Yet the Uganda mission building in New York is crumbling. The building has become a disgrace sitting next to the new USA mission building and posh UN Plaza One building that house UNDP and Millennium Hotel and opposite posh South Korea mission building. Where has all the rent money gone? What does the Auditor-General say or the ministry of foreign affairs is beyond his reach. Parliament should not approve money for Kutesa to campaign for president of UN General Assembly. There are more important things to do than have corrupt, sectarian and poor manager Kutesa sit in New York for one year with a team of Uganda supporters likely to include James Mugume as Chief of Cabinet all financed by tax payers’ money without benefits to them. I have nothing personal against Sam Kutesa but his policies and public image. The people of Uganda should come first. Parliament has to exercise leadership and set right priorities or will be held accountable some day. Eric
