NSA Director Names New Chief Risk Officer FORT MEADE, MD — NSA/CSS Director Admiral Michael S. Rogers recently announced the creation of a new Chief Risk Officer position at the Agency. Ive given considerable thought to the way we do business, both in terms of the complexity inherent in carrying out our lawful, authorized mission, and the inherent risks that attach to the activities we undertake, ADM Rogers said. Enterprise risk management is considered a best practice in many fields and amplifies an organizations ability to recognize, integrate, and assess the risk-reward value from multiple perspectives to make more informed, timely, and defensible decisions, he said when he made his announcement. ADM Rogers also said that it is critical the Agency thinks broadly, rigorously, and systematically about the potential risks involved as it executes its mission pursuant to relevant laws, policies, and priorities, and ensures it renders informed and thoughtful decisions and recommendations to its external stakeholders and overseers. ADM Rogers selected Anne Neuberger to assume the role of NSAs Chief Risk Officer, which will start at the beginning of October. Ms. Neuberger will work closely alongside all senior leaders at the Agency. In her first year, she will focus on creating and maturing a methodology and processes to assess the various risks across different missions and work toward meeting specific objectives assigned by the director. More information about the National Security Agency is at NSA.gov Ms. Neuberger serves as Special Assistant to the Director, NSA for the Enduring Security Framework, an executive and working level partnership between members of the IT and DIB sectors and senior Government officials in the Departments of Homeland Security, Defense, and Intelligence Community. Prior to joining NSA, Anne served as the Navy’s Deputy Chief Management Officer and a Special Advisor to the Secretary of the Navy, with responsibility for guiding Navy’s enterprise IT programs. Anne first joined government service in 2007 as a White House Fellow in the Department of Defense, working for Secretary of Defense Robert Gates. The non partisan White House Fellows Program was founded in 1964 and is one of America’s most prestigious programs for leadership and public service. Prior to joining government service, Anne was Senior Vice President of Operations at American Stock Transfer & Trust Company (AST), one of the largest transfer agents in the US, where she was responsible for directing operations, including dividend distributions, proxy tabulations and complex mergers and acquisitions processing. Anne joined AST in 1994 as a software programmer, was promoted to the position of Chief Information Officer in 2003 and Senior VP of Operations in 2005. As CIO, she led a team that designed and implemented systems to automate the granting and exercising of stock options as well as online share purchases and sales. As Senior VP of Operations she managed the acquisition and integration of the corporate trust operations of Wachovia Bank, NA. Anne earned a MBA, Beta Gamma Sigma and a Masters of International Affairs from Columbia University.
