Navy Housing. Im not an idiot. My electricity bill has been giving me money back instead of having me owe money ever since my wife deployed. I tend to make note of when it suddenly says Ive gone over the average usage by a large amount. Especially when its only an estimated amount that your billing me for and I havent changed any of my electricity habits. The trick to running a scam is covering up the evidence. So you probably should have put a lock on the closet that holds the electric meter on the outside of the house so that I couldnt go outside and read it myself. Electricity usage is an easily measured process and no electric company should ever bill people on estimated usage. Well, the good news is that I get to argue on the phone tomorrow. Always a fun thing to do.
