New Rule; I propose that before someone is legally allowed to own an animal they MUST be required to pass. test on proper care and treatment of animals. Furthermore, they should be required to sign a legally binding agreement stating that if they abuse or neglect the animal they will automatically be sentenced to prison. AND, animal owners should be monitored for a period of time to make sure theyre a good fit for owning an animal.. in case anyone is wondering, this post is in reference to someone who commented on a post of mine regarding a dog that was neglected. His comment was you have to remember its just a dog and not that important.
