New York is about to shift its approach as well. Last month, Chief Judge Jonathan Lippman announced that new Human Trafficking Intervention Courts will be established by the end of this month, to handle 95 percent of the prostitution-related cases that continue past arraignment. Using some strategies similar to drug courts, these will bring together law enforcement, advocacy groups and service providers to treat women and children engaged in prostitution as victims, not criminals, and help them redirect their lives.
