New constitution is passed by a landslide in Egypt The new constitution has been passed by a massive majority, giving the army commander and defence minister, Abdel Fattah el‑Sisi, a strong mandate to launch a bid to become president. Despite a boycott by the Muslim Brotherhood, turnout was some way above the level recorded in the previous constitutional referendum in December 2012 (which was largely forced through by the Muslim Brotherhood), although it was still relatively low, at just under 40%. Mr Sisi said before the referendum on the amended constitution that he would consider running for president if there was a popular demand for him to do so, and, in light of the result, his candidacy now appears almost an inevitability.
