News Advisory 3 November 2014 Two recruiters get suspension orders for deceiving OFWs about household work Administrator Hans Leo J. Cacdac has ordered the preventive suspension of Trustworthy International Manpower Corporation and Filscandia Manpower Recruitment Services Incorporated, which were found to have committed misrepresentation in deploying household service workers (HSW) to United Arab Emirates. The case against Trustworthy International and Filscandia stemmed from the report of the Philippine Overseas Labor Office in Dubai through Labor Attache Delmer Cruz, on misrepresentation cases of distressed HSWs staying at the Migrant Workers and Filipino Resource Center. The three complainants against Trustworthy International purported that they left the country using a visa for a foot spa technician with a monthly salary of 1,600 Dirhams, but were made to work as domestic workers upon arrival in Dubai. They ran away from their respective employers, complaining of heavy work loads for a lower salary of 1,100 Dirhams a month. In a sworn statement, the complainant against Filscandia claimed she was recruited and deployed as security guard at a supermarket in Dubai with a monthly pay of 2,000 Dirhams. To her dismay, she was sent to a household to work as babysitter with a 900-Dirham monthly salary. Cacdac said it was clear that the two recruitment agencies used the reprocessing scheme – submitting documents for processing by the POEA with a different position but actually sending the OFW to work as a household worker -- to circumvent the rules on the recruitment and deployment of HSWs. Cacdac also ordered the preventive suspension of foreign principals and employers of Filscandia and Trustworthy. With the orders of preventive suspension, the said recruitment agencies and foreign employers cannot engage in the recruitment and placement of OFWs until further orders from the POEA. /END
