No one can extrapolate what to run dry means for a city of 12 Mio. that is not controlled by anyone. Water will be weight in gold, gangs will form to protect the rare working faucets, people will be shot by the thousands when trying to take the last water reserves by assault, chaos will reign in the streets as we have never seen before. Grassroots market adepts might argument that the market will regulate everything - even the population. What a cynical and inhuman idea. In Sao Paulo we will see how fast the market can work if you let it rule a country. And if it happens to rain within the next 100 days: this will not be a relief, just a prolongation of a long-term process leading to a catastrophe. An inescapable catastrophe.
