Non-Government Teachers Registration and Certification Authority (NTRCA) Introduction NTRCA was established in March 2005 as per provisions of Non-government Teachers Registration and Certification Act 2005 passed by the Parliament in February of the same year in order to ensure quality teaching in class rooms of all non-government educational institutions in the country. Jurisdiction NTRCA is empowered to conduct teachers registration examination for the selection of competent teachers for non-government junior high schools, secondary schools, colleges, madrashas, technical schools and vocational institutions spread over the country. Charter of Duties and Responsibilities NTRCA is entrusted to perform the following tasks: (a) To assess the demand of teachers in non-government educational institutions. (b) To determine required qualification and competence for employment in the teaching profession. (c) To determine nationally accepted teacher-standard, competence and adopt necessary programs relating thereto. (d) To prepare list of successful teachers who would qualify in the competitive examination conducted as per Non-Government Teachers Examination, Registration & Certification Rules with a view to facilitating the selection of teachers in non-govt. educational institutions. (e) To fix-up, collect and receive necessary fees under the heads of examination and certification, in order to prepare list of teachers, their registration and certification. (f) To advise the Government on matters relating to the development of teaching profession and improvement of the quality of the profession. (g) To examine and verify the standard of academic qualification secured from an educational institution of international level and recommend entry thereof into the teaching profession. (h) To ensure a system of quality improvement through training for those teachers who has been appointed as teachers and granted salary subvention before the Act was implemented, in phases within a scheduled time frame. (i) To accomplish such other necessary and related functions in order to perform the tasks given to NTRCA and fulfil the mission by achieving goals depicted in the rules and regulations framed under the Act. Executive Board. All powers and functions of the NTRCA regarding administrative and financial matters are vested upon its Executive Board. The II member Executive Board is headed by its Chairman. The three members of NTRCA are also members of its executive board. The other members of the Board are : (a) Director General, Directorate of Secondary & Higher Education (b) Director General, Directorate of Technical Education (c) Chairman, Bangladesh Madrash Education Board (d) A representative from the Ministry of Education (e) A representative from the Ministry of Finance (f) A Principal of Government College nominated by the Vice Chancellor of the National University (g) A Professor of the Institute of Education and Research nominated by the Vice Chancellor of Dhaka University Manpower Besides Chairman and three members the organogram of NTRCA consists of one post of Secretary, two posts of Directors, one post of System Annalist, four posts of Deputy Directors, nine posts of Assistant Directors. The number of posts created for the new statutory body is 87. The posts of supporting staffs are lying vacant. Temporarily 17 persons have been engaged on daily payment basis to run the routine works of the organization. A draft NTRCA Employees Service Regulations which contain Recruitment Rules was placed before the Government in June 2006. Teachers Registration Examinations NTRCA conducted three Non-government Teachers Registration Examinations. The first examination was held in November 2005 to fulfill the vacancies in the teaching position of non-government educational institutions. The second teachers registration examination was held in September 2006 and third examination was held in September 2007. A Non-Government Teachers Examination, Registration and Certification Rules has already been framed and put to operation. First examination was held in 6 Divisional Cities with the help of Dhaka, Cumilla, Rajshahi, Sylhet, Chittagong and Jessore Education Boards. 1 compulsory and 23 Optional subject were included in the exam to scrutinize assistant teachers for secondary schools and equivalent educational institutions. Likewise 1 compulsory subject and 14 optional subjects were included in the said test to select lecturers for colleges and equivalent educational institutions. 59,000 candidates sat for the examination and of them 33,788 came out successful. The percentage of pass was 57.64. In the second teachers registration examination held in 2006 the number of compulsory subjects remained unchanged. As many as 112 optional subjects were included in this examination. 99,807 candidates sat for the examination, out of them 22,381 passed. The percentage of pass was 22.42. The third teachers registration examination was held in 6 divisional cities and in 24 district towns in 2007. 119 optional subjects were included in the third registration examination and 85,286 candidates sat for this examination though 115,000 persons applied for this. Out of them 16,020 passed. The percentage of pass was 18.78. Distribution of Certificates Registration Certificates are prepared for the successful examinees. Almost all certificates were distributed among the passed candidates of non-government teachers registration examinations held in 2005 and 2006. Successful certificates of the third registration examination are waiting for receipt of registration certificates in March 2008. TRIS The new body has a plan to run its administrative and financial transactions in Management Information System (MIS). All information of appointment, place of posting and training of non-government teachers will be collected and stored in a Teachers Registration Information System (TRIS) NTRCA opened its website in December 2007. Office Accommodation NTRCA has no permanent office accommodation. At present it is running in a rented house at Kalabagan, Dhaka. Steps are underway to hire a spacious building at Eskaton. Transportation NTRCA has 2 vehicles one microbus and one jeep. Other 5 (five) vehicles will be purchased soon. Amendment of Act The Government has decided to bestow on NTRCA the responsibility of ensuring the quality of B.Ed, M.Ed, B.P.Ed, B.S.Ed and other degrees related to teaching profession. The NTRCA will accredit the educational institutions offering these degrees both in the government and private sector. The Act will be amended soon. The body will be renamed as National Authority for Teachers Education, Registration and Accreditation (NATERA). After the amendment of the Act gets approved of the president of the Republic, the organogram will have to be revised to incorporate some necessary additional posts.
