Not this old chestnut again! How much time and money do they plan on wasting reviewing licensing and registration for cyclists? Not only is the entire concept a complete waste of time, it is entirely unworkable on so many levels. Cool, give us registration plates for our bikes, but first, ensure that the securing of a steel plate to a bicycle is permissable under. Theres all sorts of occ health and safety risks that will need to be reviewed there. Then how will you mount them to a bike. Bikes arent designed with anywhere to permanently mount plates, so manufacturers will need to redesign bikes to make that possible. Then all bikes currently in use will need to be recalled to provide for any modifications to be made, and plates fitted.
