Not to say that Panama doesnt need curriculum reform, but this is a positive move at this time. The Martinelli regime intended a labor force that knows nothing of history, civics or their own culture, people who might be able to make change at McDonalds or repair a weed whacker but generally little beyond that. The first curriculum reform Panama needs is quite expensive: we need full school days, which entails building more classrooms and hiring more teachers. The second thing we need also requires a substantial amount of money, that is, better skilled teachers who are created by wise investment not in scams or diploma mills but in real continuing education. How can Panama properly teach English to all students if the English teachers have not spent significant time in places where nobody will speak anything but English to them? That sort of continuing teacher education is not cheap.
