Note: You do not understand from this hadith that the hijra, which is here made to leave the land of disbelief to the land of Islam, is not mandatory. It depends on the situation of the person. Imam Ibn Al Qudama Maqdisi (d. 620) said in al-Mughni vol 13 p 151: So people compared to the hijra are divided into 3 categories: 1. Those for whom it is compulsory: These are the people who have the ability to do it and for whom it is not possible to show his religion externally, to which it is not possible to apply the obligations of religion staying in the middle of the disbelievers. One whose situation is it then the hijra it is mandatory because Allah said: Those who have wronged themselves, angels will remove their souls, saying, Where were you? They will say: We were weak in the earth. Then the angels will say: Allahs earth she was not spacious enough for you to emigrate therein? Such men will find their abode is hell, and evil destination. (Surat An-Nisa 4 verse 97)
