Now it all makes sense. The UNHCR, Somali government & Kenyan government all agreed and signed the tripartite agreement November 2013 aiming to move out thousands of Somali refugees from Kenya back to Somalia. So regardless of the bombings that took place , the refugees were destined to be sent back to Somalia both ways explaining why the government is not making any press conferences about the deportation.
