OK, so certifying your lube is optional. These chemicals simply have to be either "in accordance with the provisions of a prior sanction or approval", on a list of sanctioned chemicals, or "generally recognized as safe". If you saw my GRAS post last month you know that GRAS is voluntary. So basically the regulation here is nonexistent. A lot of words and definitions and codes that add up to essentially bullshit.
