ON THIS DATE IN OUR HISTORY SEPTEMBER 19 1881 Tuskegee University was founded. 1903 King Leopold II of Belgium denied the atrocities in the Congo Free State and demanded that foreign powers no longer interfere in the running of his private country. 1956 The African Party for the Independence of Guinea and Cape Verde, or PAIGC (Partido Africano da Independência da Guiné e Cabo Verde in the original Portuguese) was founded by Amilcar Cabral and his brother Luis in then-Portuguese Guinea (now Guinea-Bissau). 1956 The first International Congress of Negro Artists and Writers convened in Paris. 1961 A referendum held in Jamaica resulted in its secession from the West Indies Federation. 1967 The Republic of Benin, with Benin City as its capital, seceded from Nigeria. The separation only lasted a couple of hours. 1983 St. Kitts and Nevis gained independence from Britain. 1994 Twenty thousand U.S. troops entered Haiti to enforce the return of exiled President Jean-Bertrand Aristide.
