OPINION BY NIRAB KOIRALA : Burma was, until 2010, an oligarchy run by military leaders, a parallel to the monarchy in Nepal until 2006. Both these regimes were highly conducive to an incredibly corrupt bureaucracy and corruption continues to plague the governments of both Nepal and Burma . Furthermore, the issue of minority ethnic groups and other marginalised groups takes centre stage in the political debate of both nations.
