ORDER UNDER SECTION 144 Cr.P.C. CHANDIGARH----- Whereas, it has been made to appear to me that the Groups of Students are creating disturbances and hindrances the day-to-day functions of the Panjab University. There is an ongoing violent protest conducted by these groups of students on the campus and the next meeting of the Panjab University Senate which is scheduled to be held on 22-03-2014 in the presence of Hon’ble Chief Minister and Education Minister of Punjab and U.T. Administrator, who are Ex-officio of senate. There is every apprehension that during the said meeting, these groups of Students may resort to other agitational methods and whereas there is every apprehension that such action may cause obstruction, annoyance or injury to the persons lawfully employed and endanger human life and property, disturb public peace and tranquility and cause riots and affrays: And therefore I, M. Shayin, IAS, District Magistrate, Chandigarh, am of the opinion that taking out rally, protests, making speeches, raising slogans, sitting on dharnas, carrying of Lathis etc. within the radius of 250 meters of the office and residence of Vice Chancellor of Panjab University and Administrative office i.e. Dewan Anand Kumar Hall situated in Panjab University, Chandigarh, would cause obstruction, annoyance or injury to persons lawfully employed, disturb public peace and tranquility and cause riots and affrays and that immediate action is necessary for the prevention of the same; 1. Now therefore, I, M. Shayin, IAS, District Magistrate, Chandigarh, in exercise of the power vested to me u/s 144 Cr. P.C., do hereby order that as a measure of emergency, the public in general or any member thereof is prohibited from taking out rally, protests, making speeches, raising slogans, sitting on dharnas, carrying of Lathis etc., within the radius of 250 meters of the office and residence of Vice Chancellor of Panjab University and Administrative office i.e. Dewan Anand Kumar Hall situated in Panjab University, Chandigarh for the period of 19-03.2014 to 24-03.2014. Provided that the above order shall not apply to: (I). the police or Para-military or military persons or any other Government Servant on official duties; (II). the processions or meetings for which prior permission in writing of the District Magistrate/Sub Divisional Magistrate, Chandigarh, is obtained; (III). the customary and ritualistic procession in connection with weddings and funerals. 2. This order shall come into force with effect from zero hour on 19-03.2014 and shall be effective upto & including the day on 24-03.2014. 3. In view of the emergent nature of the order, it is being issued ex-parte and is addressed to the public in general. 4. This order shall be promulgated by announcement through publicity vans and by affixing copies thereof at the Notice Boards of the Office of the District Magistrate as well as the District Courts, Chandigarh, and publication in the newspapers having circulation in the area.
