OWOSSO - IS A DETROIT AREA RESIDENT OUR NEXT ASSISTANT MANAGER? Adam Zettel, Swartz Creek resident, Swartz Creek municipality worker as well as Assistant City Manager of Owosso has resigned to become the full time Swartz Creek City Manager. In a phone interview Owosso City Manager Don Crawford would not reveal who was being hired in his place but would only say the position will be filled relatively quickly Today the Independent Paper states that Sue Montenegro who lives in Richmond Mi. (a city on the border between Macomb and St. Clair counties within Metro Detroit) will be assuming the duties. Sue has been an intern in Owosso for close to ten months and is expected to graduate soon from U of M with a masters degree in public administration. The vast amount of residents of Owosso have made it clear that they want the people running the city to live in the city. As one person on the street asked How can one who comes to work for 8 hours and then goes back to Detroit area or Swartz Creek know what the residents want? The residents we have talked with do not want someone who thinks they know what is best for them to come and carry out their own personal agenda but instead wants people at the top to understand that they work for the residents and must do what the residents want. Will the Owosso City Council carry out residents wishes and make sure that those who make the policies and rule also live underneath the same rules and regulations? Owosso should not be an experiment for some one working up a municipal ladder to practice on. The State Law does Not keep a city from requiring people at the top from living in the city. The law is for hourly employees. A contract worker who works at will of the council or has a contract can be forced to live in the municipality that they run. A persons work ethic can be awesome but if they are not in touch with those who employee them by living, shopping, eating, interacting, having their children attend the local schools and sleeping in the same community.... what good are they? Has the mindset of city hall become that of dictators? People who believe that they know more than us the voters and want us to let them write the rules and govern while living God Knows Where? We have a new council, will they step up to the plate and do what the voters want them to do or will they cave to the city hall mentality of Stay out of the way, we are smarter than you and will do what is good for you!
