Observers review election preparedness in Jammu JAMMU, DECEMBER 09- Election Observers deployed in all 11 assembly segments of Jammu District conducted a detail review meeting of election preparedness as well as implementation of Model Code of Conduct and Media Certification guidelines in the office of the District Election Officer here today. Around 11 General Observers, three Expenditure Observers and one Police Observer participated in the review meeting besides District Election Officer, SSP Jammu, Nodal Officer Expenditure Monitoring, Nodal Officer MCC, Nodal Officer Media Certification, Nodal Officer from Income Tax & Sale Tax Department, All Returning Officers and SSP Airport were also present. DEO Jammu given a detail presentation on various aspects of election preparedness including EVM preparation , randomization of polling officials, their deployment and training, implementation of MCC, poll day arrangements, communication plan, transport plan, collection and distribution plan and counting plan. DEO briefed that 354 number of polling station are sensitive while 83 are hyper sensitive in the district for which three non CPF measure are being taken which include deployment of micro observers, videography of poll process and webcasting of polling booths. More than 400 polling stations shall be covered by these three measures to keep a check on unscrupulous elements. About 180 companies of CPF and as well as 2448 of state police shall be deployed on the poll duty. All the polling stations of Jammu District shall have para military forces deployed to meet out any eventuality. SSP Jammu also gave brief on the deployment pattern and preparedness to check infiltration to meet out any requirement pertaining to law and order. Election Observers asked DEO and all the Returning Officers to ensure that provisions of MCC are enforced in full and all complaints are attended without delay . So far as 32 complaints to MCC have been received by the DEO which have been disposed off by taking immediate action. Observers asked Flying Squads and other teams to take immediate action and lodge FIR’s in case the government building, electric poles , any government property is mis-used for putting up of posters, pamphlets. They also asked the District Election Machinery to enforce Defacement of Property Act and Damage to the Public Property without any exception. The observers also asked police authorities to identify probable source of trouble makers and take preventive measure in advance so that they do not create any problem on the date of poll. Observers were briefed that 33 Flying Squads three Static Surveillance teams and 11 videography surveillance team are on the job of maintaining provision of MCC and tracking the movement of cash and liquor. Apart from that 35 police nakas are also operational to check any type of infiltration as well as movement of liquor and cash. The Nodal Officer for Income Tax and Sale Tax briefed about their activities and measures to be taken by them to check the menace of cash and illegal movement which can be used during elections to bribe the voters. Observers were also briefed about the innovations done these election which included Q management system, online single window system for permission and SMS based reporting. DEO Jammu apprised that this year polling turn out would be tremendous and is expected to cross 80 percent in the district.
