Office of the Chief of Staff of the Vice Mayor JOEL 113 Palipikan St., Balayan, Batangas The Historical Inaugural Session is centered in Knowledge & Faithfulness as Good News for the People of Balayan today July 12, 2013 The first ever Inauguration of the First Regular Session today July 12, 2013 is actually a very successful one as part and considered a historical event in the history of Balayan with the Local Legislative Departments of the members of the Sanggunian Bayan as it is being supported and attended not only of our Department Heads of our Municipality of Balayan but most of all of our BALAYENOS and our guests and visitors including of our beloved two (2) Guests of Honor our very own who are in the Executive Department which is headed by our beloved Hon. Mayor Elect Emmanuel O. Fronda, Sr., and our re-elected Representative of our First District of Batangas our beloved Hon. Congresswoman Eileen Ermita Buhain, since the Order of Business that was held at Bulwagang Mayor Rufino Lainez Hall began at about 2:20 p.m., with the invocation lead and headed by our very own parish priest of Balayan Rev.Fr. Edgardo Pagcaliuangan and followed by the Philippine National Anthem of one of the students at Balayan National High School (BNHS) in the name of Ms. Herra Tenorio is actually being done successfully in the first place. The fact that the event of the Inaugural Session is being done to give way to all members of the Sanggunian Bayan for the newly and re-elected Municipal Councilors of Balayan for their individual Inaugural Speeches and it is taken live by our two (2) local TV Stations of Balayan Discovery or Sky Cable and Balayan Cable Network (BCN) I cannot actually to present one by one their important points of their speeches for you can see them in our Local TV Network but only to CONGRATULATE all of the SB Members of our Municipality of Balayan for their honesty and thoughtfulness inspite of their dramatic experiences on the time of campaigns to what they actually say/or said in front of all the people of Balayan as far as their own and different plans or proposed legislative agenda as what they promised that can only be materialized unless there is proposed ordinances or resolutions for legislative solutions. But the fact also that the awaited event of today July 12, 2013 in the Inaugural Session of the Sanggunian Bayan of Balayan is the message to be delivered of our Local Chief Executive Hon. Mayor Emmanuel Salvador O. Fronda, Sr., and the Hon. Congresswoman of the First District of Batangas Hon. Eileen Ermita Buhain since it will give the chance and privilege of how the SB Members will be inspired to do their commitment in a public service as local legislative Body that is equal branch to the Executive under the leadership as Vice Mayor and presiding officer our beloved Hon. Vice Mayor Elect Joel Tanglao Arada to his Inaugural Address you will truly see all of what happened regarding the historical event today to make your own judgment and to let you be invited to be part of this historical event since you are given the people of BALAYAN a chance as you are all WELCOME to let you to be opened for whatever your observations or suggestions that will make or create a positive response for a better solutions for the common good. The expectations as the EXECUTIVE-LEGISLATIVE AGENDA (ELA) in the Inaugural Sessions would be is actually achieved to hear and to confessed by the Local Chief Executive with our beloved Mayor the real situations of our Municipality of Balayan in a simple way but with the facts as it is brought and delivered which both the EXECUITVE –LEGISLATIVE AGENDA (ELA) will be the key or the one who can truly make our BALAYAN not only a BETTER BALAYAN but a continuous progress to be more better if the PEOPLE OF BALAYAN will do their part in order to have a true CHANGED that is by their full cooperation and support for the programs that will help to be progressive and developed Municipality as we are preparing for a long terms solutions or plans for the common good. Conclusions: In all of the Inaugural Speeches and even the messages and Inaugural Addressed that is being delivered today July 12, 2013 since the Order of Business begun in the Inaugural Session of the Sanggunian Bayan of our Municipality of Balayan in the First District in our Province of Batangas which is truly a success with a solemn and historical event let us deepen that what we PRAYED as part of our lives that is being offered by our parish priest to God do not forget the two (2) important gifts as we are called being disciples of JESUS in his work of redemption of which everyone of us are given or gifted of having the KNOWLEDGE/WISDOM (KARUNUNGAN) & SINCERITY/FAITHFULNESS (KATAPATAN) to exercise daily and we can do that unless it is with the habit to pray always or daily prayer in order to be guided of the power of the HOLY SPIRIT. It means even or either the progress and development is slowly but surely since then up to the present to all who actually served for many years in respect to our previous administrations or who become leaders of our Town of Balayan or Municipality of Balayan we should also to be HUMBLE SERVANTS to accept that there is always a new beginning to open the new chapters to each one of us either elected or appointed or just normal citizens why we have the National & Local Elections that is actually under our Philippine Constitutions as far as three (3) years for the Local and six (6) years for the National in the true Spirit of the Law that is truly an open door for new development and progress that is given a chance and privilege others to served which everyone has the same gifts as children of God. Meaning as conclusion based on the PRAYERS to live our life center to JESUS in our PUBLIC SERVICE either in private or government offices or in civic or religious organizations in building up the BODY OF CHRIST our KNOWLEDGE/WISDOM (KARUNUNGAN) & SINCERITY/FAITHFULNESS (KATAPATAN) TO SERVE should always be a part to exercise daily for the common good. Although local government do not have inherent powers, they do have legal authority to exercise their powers since they are “constituted by law” they possess the rights and the necessary organization to regulate their own affairs that is what people is to expected either in the National Government or Local Government Units why we need to exercise the KNOWLEDGE & FAITHFULNESS and even we have limitless of sources and assistance in all our constituents. To end this conclusion of this historical Inaugural Session today there is no reasons why we cannot actually do the necessary solutions to the problems and issues since the local government in summary on the other hand perform multiple functions. We are truly believed that although the Local Government Code of 1991 provides for devolution of powers, the Philippines remain a unitary state. As such, local governments are creatures of the national government to observed and with this, all of us truly can only serve with the true Spirit of PUBLIC SERVICE unless we lived always to exercise our gifts of the KNOWLEDGE (KARUNUNGAN) & FAITHFULNESS (KATAPATAN) to believed that we have these gifts to share for the common good. Congratulations to our two (2) who are given a high esteem and deep appreciations in the BUSINESS FOR THE DAY of the Inaugural Session that is awarded to our Hon. Ricardo D. King for his exemplary and sterling performance as Councilor from July 01, 2004 to June 30, 2013 and to our Hon. Romel M. Castelo, II, as former Vice Mayor from July 01, 2004 to June 30, 2013. With the acknowledgement and high respect to the presence of our beloved PRESIDENT OF THE PROVINCE OF BATANGAS COUNCILORS LEAGUE HON. JOEL PORTUGAL. The Inaugural Session ended at about 5: 15 p.m., with an invited guests and visitors to join in the simple mirienda that was prepared of the Sanggunian Bayan Mmebers and the Staff of our Municipality of Balayan.
