It is what Harper used as his justification for going after the cannabis patients in Canada, both in the compassion clubs, as well as Canadas federally exempted cannabis patients- -those who are free to designate a grower, and/or grow on their own . And of course, it was nearly all fabrication- -a report written by the RCMP, but then, released to the world by a distant UN office - - so that Harper and other world leaders could better utilize it, in a recent and on going worldwide plan of the international anti cannabis forces, -to suppress our entire cannabis community through out the world, into near non existence-- leading to non existence. A suppression through a kind of forced and progressive attrition of the points of cannabis access that exist within our worldwide cannabis community - - all with the cooperation of our own failed leadership, - a kind of Cannabis Vichy , bringing about an artificial cannabis scarcity, of both strain and weight . A scarcity believed by government authority to be low enough, where the entire cannabis community could no longer hold together as an over ground community in the greater society. The so-called, ten percent solution. An idea that has been one of the logical under-pinnings of the Compassionate Use Movements founding leadership, IS - -that most everyone who uses cannabis IS a cannabis patient, including those cannabis patients in denial - those so called recreational users, who are actually self medicating cannabis patients . This idea , that all cannabis use is medicinal, when heard in public- or in private, often makes those in the cannabis legalization movement, begin to laugh uncontrollably with rejection- -but it is also true , that saying this in the ear shoot of the the powers that be ------makes federal authorities LIVID… …..causing them to rush to the diversion claim as theyre justification for political attacks, as well as actual raids on our community. Such a diversion claim has an additional purpose beyond the political attacks and raids of the moment. For the diversion claim that federal authorities hope will eventually be accepted by the people as true- -also assumes that there are those among us that use cannabis that should not be doing so- and that therefore, these persons should be protected from this so called self inflicted harm, --through a wide prohibition against all cannabis use by everyone. Which of course is the big lie that government authority must continue , or be forced to allow the existence of a functioning cannabis patient community as a cultural institution, within the greater society. Which is another way of saying, if nearly all use of cannabis, is ultimately medicinal cannabis use, then there cannot be such a thing as cannabis diversion. A truth if accepted widely enough , would then force the re-scheduling of cannabis, which would be the beginning of the end of the prohibition of medicinal cannabis use, both on a federal, and international level. Another words, the beginning of the end of our present worldwide struggle, as a compassionate use community. At the time the RCMP diversion report was first to be released, the RCMP was embroiled in a scandal regarding the taser death of a man who was apparently , waiting to be reunited with his loving mother. This mans death. so enraged the people of Canada, that the RCMP approval rating jetted downward , almost reaching single digits. It is believed , that due to this low rating, sometime later, the RCMP report was released by the U.N -so as to allow the Harper government , a (sic) credible source for the diversion story. Harper would later use the so called UN report to suppress the medicinal cannabis community of Canada....with the help of cooperative failed leadership within our community. Cooperative failed leadership, who will then quite rightly , be later forced to take the blame, for the cultural collapse - not as scapegoats, but as those who were actually complicit in the collapse of the community that they once were leaders of.
