On September 17th 1932, Mayor Joseph Kimmell (who presided over the city court) fined Tom Brouillette 200 pounds of beans and 100 lbs of onions for speeding. Mr. Brouillette admitted he was speeding but thought the package he drew was a little stiff. Can you suspend the Onions Tom asked. No I cannot, replied the mayor. The court room erupted in laughter. On the previous Friday the Mayor fined Orville Doane of Bruceville five pounds of boiling meat for the same offense. The relief kitchen at Seventh and Hickman Streets were feeding 500 people per day at that time and Mayor Kimmell saw this as a good opportunity to help provide the needed provisions for the feeding of those people.
