On this Day, June 12th 1776 – Virginia’s colonial legislature became the first to adopt a Bill of Rights. The Virginia Declaration of Rights granted every individual the right to the enjoyment of life and liberty and to acquire and possess property. The Virginia document was written by George Mason and was a precursor to the Declaration of Independence. Mason refused to endorse the Declaration of Independence because it did not include a Bill of Rights.
