One Year Later: Assess Women Rep Eusilah Ngeny image Hon Eusilah Ngeny poses for a Photo outside ICC Uasin Gishu County Women representative Eusilah Jepkosgei Ngeny on 3rd March marked her one year anniversary in office, it has finally reached the time for her annual report card to be produced. It is however not a pretty picture.Uasin Gishu County residents are giving her failing grades, as polls show her job-approval scores plunging to the lowest level in her leadership. Only 42 percent approve of her performance as women rep while 58 percent now disapprove of the overall job she’s been doing. The hansard shows Eusilah Jepkosgei Ngeny has spoken only Five times in parliament. She has however in the recent past come out to defend her perfomance saying they(women reps) were fronting a bill that would see them be allocated a special fund so they can initiate projects in their respective counties. His poll numbers, if that is a worthy measure, certainly seem to argue failure more than success. His approval ratings are in the average 40 percent mark a year after they had hovered comfortably and garnered over 60 percent votes.The support Senator Melly enjoyed among youthful voters when he took office has almost entirely evaporated,and he has haemorrhaged support among older voters.Clearly, his first year took its toll. The Hansard shows Senator Isaac Kipkemboi Melly has spoken 27 times in Parliament. His recent appearance being 14 Feb 2014 when the motion on impeachment of Embu County Governor Martin Wambora was being debated in the Senate. This is what Senator Melly had to say, “Mr. Speaker, Sir,Uasin Gishu County votes yes for a, b and c.” It is however difficult to judge the success or failure of an elected by the first year in office. By the most basic metric of whether a politician succeeded politically – if an election was to be conducted today would he win a re-election? –But in terms of the general direction of the county,the initial judgment of Uasin Gishu County people seems correct: Senator Melly had promised more hope and change than he has thus far delivered. Fifty One percent of people questioned in an Online/Opinion research survey said Mandago’s Governorship has been a failure so far, while Fourty Nine percent of respondents said the year has been a success. The poll’s release comes just a day after Mandago marked one year at the helm of the County.The survey indicated that Mandago’s approval rating as president stands at 51 percent,down 11 points from last year, with 49 percent disapproving, up 10 points from Last year. “On the plus side for Mandago, he remains personally popular, and he gets decent ratings on Agricultural policy and restoring order in the City of Champions. That may explain why his overall approval rating is a little higher than the number who say Mandago’s first year has been a success,” Eldoret Post Polling Kimutai Korir said. “Unfortunately for Mandago, Unemployment and Infrastructure issues are far more important to the public than town cleaning policy issues and a majority disapprove of how he is distributing County jobs.” According to the survey, Infrastructure/road network by far remains issue number one with Uasin Gishu residents, with 60 percent saying it is the most important issue facing the county today. Health care, with 36 percent, is the second most important issue with the residents. The dominance of domestic issues is most likely a contributing factor to the dip in Mandago’s overall approval rating. “Only 34 percent approve of how Mandago is handling distribution of jobs within the six constituencies in the County; just four in ten give him a thumbs-up on health care after he recently dispatched medical supplies to 106 facilities and his approval rating on maintainance of roads under the jurisdiction of the County government has plunged to 26 percent. Those are three of the four most important issues on the public’s mind today,” Korir said. “The Governor’s ratings also suffer from the growing perception that he is too stubborn,” he said: Forty-six percent feel that way today. But while the public takes issue with Mandago in certain arenas, two-thirds continue to believe that he has the leadership skills and personal characteristics a Governor should have, which may explain why his overall approval is still fair. The Online Opinion research poll was conducted from 18th February through March 2nd with 4271 respondents on email, facebook, twitter and blog. The survey’s overall sampling error is plus or minus 3 percentage points.
