One area of problem is that correctional institutions themselves fail to properly implement rehabilitation programs or how the program is administered is shady and not a priority of the institution. Thus, program A might be effective with a certain group of offenders and may actually significantly affect recidivism rates; however, because of the incompetence of correctional staff any real evidence that said program effectively reduces recidivism on inmates that complete the program will never actually surface. This causes us to ignore or throw away these programs and deem them unpractical or inefficient simply because of institutional incompetence. One thing current literature lacks is true criticism on how these programs are implemented and Instead they focus on statistical figures without paying much attention to how the facility implemented the respective program(s). My concern is that the statistical figures obtained by improperly implemented programs are a statistical failure due to omitted variable biases where quantitative estimates of their alleged assertions (e.g. program A does not affect recidivism) are, in fact, biased because I suspect, with great confidence, that the regression will show how they’ve inappropriately excluded various necessary variables making such claims nothing more than unfounded opinion which, in reality, means very little (Florez, 2014 p 98-99).
