Only Congress is authorized to make laws. The Congress has turned over this function primarily to the regulatory federal agencies which make rulings with the force of law. There are approximately 200 federal agencies making 1000s of rulings every year and costing hundreds of billions of dollars. Any presidential administration can badly damage or destroy companies, organizations, and individuals by targeting them because of their political opposition. The federal agencies have become extensions of the party in power which use the IRS, EPA, OSHA,NSA, ATF, FDA, FTC, and others as convenient to harrass opponets. Go to Wikipedia for a "List of Federal Agencies." It is past time to start rolling them back. From the Declaration of Independence which listed the complaints of the revolting colonies against King George and his government: "He has erected a multitude of New Offices, and sent hither swarms of Officers to harass our people and eat out their substance."
