Opening Speech By Penang Chief Minister And DAP Secretary-General Lim Guan Eng In The DAP Penang State Annual Convention In Bukit Mertajam On 23.11.2014 A Government As Good As Its People - People Who Are Honest And Hard Working The DAP intends to showcase the PR Penang state government as a model of good governance because we believe in the ideal of a government as good as its people – especially those who are honest and hardworking. The attributes of Penangites as honest and diligent are reflected in a Penang state government that is clean, efficient and effective. Indeed, the commendation accorded on Penang in the annual Auditor-General Reports and even by Transparency International, proves that a clean government can do better than a corrupt administration. DAP has proven that we are an effective opposition party that is a fearless voice and defender of the rakyat but that our record in Penang, shows we can also govern within PR much better than BN. Since we took over on 8 March 2008, we have recorded annual surpluses every year and surpluses from 2008-2013 amounts to RM453 million, reduced our state debts by 90% and increased our reserves by more than 50% or RM500 million to RM1.3 billion DAP is idealistic but also realistic, principled yet pragmatic and will assist those in need without sacrificing meritocracy or excellence. Our idealism and realism is the source of our vision of Penang as an international and intelligent city. Our principled and pragmatism is embodied by our CAT governance of competency, accountability and transparency. Our feel for those who are disadvantaged can be seen by our social programs especially our cash contributions for senior citizens, housewives and single mothers, OKU, university students, golden child programmes, trishaw and taxi drivers which amounts to RM287 million since 2008 and will allocate RM117 million for next year. And our emphasis on investing in education to win the future by focusing on building talent through the annual allocation system to schools, and establishing Penang as a center of excellence for science and technology, through various projects under the Penang Science Council:- 1. Setting up Penang Science Cafes to provide an informal setting to expose young kids to applied science like building robots; 2. Establishing Penang Learning Centers to provide the first STEM teaching in the country of Science, Technology, English, Engineering and Mathematics; 3. Introducing for the first time in Malaysia in Penang, the world famous German vocational education system in the factory campuses; 4. Building the first Penang Tech Dome as a year-round exhibition of science education; and 5. Organising the world class Penang International Science Fair that attracted over 60,000 people at the SPICE Stadium on 15-16 November. This new economic transformation based on innovation, will allow Penang to escape the middle-income trap by focusing on services, knowledge-intensive, high-tech, digital and creative industries. Our measure of success is not just sustainable growth that can creates wealth but also wealth that can be shared by all. Look at the development not just on Penang island but also in places like Bukit Mertajam, a growing town slowly filled with modern amenities and infrastructure. This is the basis of our economic policy that is people-centric, one that is pro-growth, pro-jobs and pro-poor. For the period 2008-2013, we have attracted RM40 billion in investments as compared to a similar period from 2002-2007 of RM 21 billion in investments under BN. This 90% increase in investments by PR Penang state government is achieved despite a 90% drop in costs spent by us on overseas promotion trips of RM 2.8 million from 2008-13 compared to RM 5.2 million from 2002-7. The RM 40 billion in investments is the reason why Penang enjoys not only full employment but also face a shortage of 20,000 workers. Our challenge is to secure high-paying jobs for our future generation. That is why we have launched our USD1 billion Business Processing Outsourcing (BPO) hub in Bayan Lepas next to our airport and signed a joint-venture agreement with Temasek Holdings of Singapore for RM11.3 billion to develop our services sector and high-tech manufacturing by providing 30,000 high-paying jobs. Let us conduct a new transformation of Penang’s economy as we did in the 1970s when Penang launched the industrialisation drive based on manufacturing sector. This new economic transformation based on innovation, will allow Penang to escape the middle-income trap by focusing on services, knowledge-intensive, high-tech, digital and creative industries. Penang has the requisite conditions of 3Ts of Talent, Technology and Tolerance to succeed in the new innovation-based economic transformation. However we have to overcome 3 big challenges before we can succeed in the new innovation-based economic transformation that is related to improving digital communications infrastructure, public transport and affordable housing. To show our commitment and seriousness, the Penang state government has appointed YB Chow Kon Yeow as our digital czar to streamline all the authorities into a one-stop mechanism that can provide quality broadband infrastructure speedily. More than 22,000 affordable housing will be built over the next 5 years to meet public demand. The Penang state government is also adopting a “big bang” approach through our RM27 billion Public Transport Masterplan covering road, rail, sea and air to deal once and for all with problems of traffic congestion. If we succeed in the open competitive tender exercise, then construction will complete by 2030 and together with the multiplier effects from this huge RM27 billion expenditure, ensure the prosperity of Penang up till 2050. Delivering on this new economic transformation is the best way to show our gratitude and repay the 68% popular mandate given to PR during the 2013 general elections from the Penang voters. But before these 3 challenges can be dealt with, we need to adopt a bold political stand by uniting the people against mediocrity, corruption and cronyism though reaffirmation of our commitment towards a moderate Middle Malaysia which practices good governance that can deliver a better life to the rakyat. The extremists and racists think that they can substitute good governance for extremist and racist rhetoric. We provide performance-based critieria as an alternative to the politics of hate and exclusion. Let us prove them wrong by delivering good governance with integrity in leadership, good service and concrete results that makes Penang shine as a leading state enjoying prosperity shared by all. Before I conclude, let me state my opposition to the abolition of fuel subsidies by the BN Federal government. We do not oppose fuel price hike if the world price of oil goes up. However we oppose the abolition of fuel subsidies when BN fails to wipe out corruption. Why allow the people to suffer from fuel price hike but not BN cronies who benefit at the expense of the rakyat? On 1MDB, DAP declares its full support for Petaling Jaya Utara MP Tony Pua, who in raising 1MDB, is facing defamation action from the Prime Minister himself. 1MDB is an issue of national public interest because if 1MDB cannot repay its RM41.9 billion debts, then it has to be repaid by the rakyat. Finally let us no longer be bullied by BN. You can bully Lim Guan Eng but you cannot bully the Chief Minister who is elected by the people. BN has bullied us for the last 50 years, and we should stand up together by not allowing BN to bully our children as citzens of Malaysia. LIM GUAN ENG =============================== 槟州首席部长兼民主行动党秘书长林冠英于2014年11月23日在槟州行动党党员常年大会上发表演讲: 有怎样的人民就有怎样的政府,有诚实勤劳的人民,就有廉洁勤勉的政府。 民主行动党想要展现民联槟州做为一个良好施政的模范,因为我们相信有怎样的人民就有怎样的政府,有诚实勤劳的人民,就有廉洁勤勉的政府。由于槟城人民的诚实及勤勉,于是就有一个廉洁、有效力、有效率的政府。实际上,这是总稽查报告如此槟城,甚至国际透明组织也如此表扬,证明一个廉洁的政府能够比贪腐政府做得更好。 行动党已经证明,我们是一个有效力的反对党,我们无畏无惧地表达人民的声音及捍卫人民,在槟城,我们也证明我们比国阵更好。自2008年3月8日以来,我们的财政报告年年有余,从2008年至2013年的盈余达4亿5300万令吉,槟州的债务也减少90%,储备金增加了50%或5亿令吉达13亿令吉。 行动党即理想主义也是现实的,我们有原则也是务实的,我们会帮助有需要的人,但不牺牲绩效或卓越。我们的理想及现实主义是展望槟城成为国际智能城市的泉源。我们的原则及务实体现是我们的能干、公信及透明的施政方面。 我们关注弱势群体,从我们的社会福利计划 可以看出,特别是给于年龄人士、家庭主妇及单亲妈妈、残障人士、大学生、宝贝计划、三轮车及德士司机的援助,从2008年共拨出了2万8700万令吉,明年将会拨出1亿1700万令吉。而我们投资在教育培育人才以便赢得未来,我们也拨款也学校、打造槟城成为卓越科学工艺中心,通过槟城科学理事会,我们正进行数项计划: 1. 设立“槟城科学咖啡馆”(Penang Science Cafe),提供一个非正式的场所,让孩子从小接触应用科学如组装机器人。 2. 设立槟城学习中心,提供全国第一个STEM教学,包括科学、科技、英文、工程及数学。 3. 我们推介马来西亚第一个世界著名德国技职教育设立的厂房校园; 4. 打造第一个槟城科学馆,常年举办科学教育展。 5. 在11月15-16日于SPICE会展中心主办世界级槟州国际科学展, 吸引了6万人出席 这项新的经济转型建基于创新,希望藉此让槟城逃脱中等收入陷阱,更加注重服务、知识密集、高科技、数码及创意工业。 我们的成功不只是以可持续增长来衡量,我们不只创造财富,我们也让人民可以共享财富。看看这里的发展,不只是槟岛、还包括大山脚,一个发展着的小镇充满着现代化的设施及基建。这是我们基本的经济政策,民本、亲成长、亲工作及亲贫。 2008年至2013年,我们吸引了400亿令吉的投资额,比2002年至2007年国阵治理时代的210亿令吉的投资额更多。尽管槟州在2008-13年的海外推广费用280万令吉比起2002-7年的520万令吉少了90%,但是槟州民联政府成功争取投资额,增加了90%。正因为这笔400亿令吉的投资额,让槟城人民全面被雇用,还面对2万员工短缺的问题。 我们的挑战是为下一代保住高薪工作。因此我们在峇六拜机场旁,动用10亿美元打造商务流程外包中心(BPO),与新加坡淡马锡控服签署113亿令吉的合资经营合约,以发展我们的服务业及高科技制造业,提供3万个高薪工作。让我们为槟城经济进行新的转型计划, 就好像1970年代,当槟城开始在制造业的基础上工业化那样。 这项新的经济转型建基于创新,希望藉此让槟城逃脱中等收入陷阱,更加注重服务、知识密集、高科技、数码及创意工业。槟城有3T的优先条件,即才华、科技及包容,以成就建基于革新的经济转型。 但是,我们还有克服三大挑战,才能成功,那就是改善数码通讯设备、公共交通及可负担房屋。为了展现我们认真,州政府已经委任了曹观友为我们的“数码沙皇”,以让各个部门的流程更加精简,成为一站式的机关,提供高质量宽频基建设施。 未来五年,我们将光建2万2000间可负担房屋,以满足公众的需求。槟州政府也采纳了一揽子改革计划,在价值270亿令吉的交通大蓝图中整合道路、铁路、航运、空运以便长久解决交通阻塞的问题。如果我们成功进行公开招标,有关工程将在2030年完成,上述270万令吉的花费将带来连锁反应,确保槟州繁荣到2050年。 这是我们报答2013年大选时,槟州选民给于的68%支持率的最好方式。但是,在面对上述三大挑战之前,我们要采取大胆的政治立场,团结人民,拒绝平庸、贪污、裙带,站稳我们对中庸马来西亚的立场及坚持,推行良好施政,改善人民的生活。 极端分子及种族主义分子认为他们可以用极端及种族主论的论调取代良好施政。我们提供绩效为标准,做为仇恨政治及排外政治的替代政治,让我们证明给这些人,我们可以通过良好施政、廉洁领导、良好服务及具体的结果,让槟城发光,成为人民繁荣与共的模范州。 我要重申我们反对国阵联邦政府取消汽油津贴的立场。如果全球油价上涨,我们不反对汽油涨价。但是,我们反对当国阵没有肃贪之余,还取消汽油津贴。为什么让人民承担汽油涨价的痛苦?而不是对付牺牲人民利益谋利的国阵朋党? 针对一个马来西亚发展机构(1MDB),行动党全力支持八打灵再也北区国会议员潘俭伟对1MDB质问,却面对首相的诽谤诉讼。1MDB是关乎国家人民利益的课题,因为1MDB无法偿还它419亿令吉的债务,这笔债务最终还得由人民还承担。 最后,让我们不再被国阵欺负。你可以欺负林冠英,但是你不可以欺负一个民选的首席部长。国阵已经欺负了我们50年,我们必须团结一致,不再让国阵继续欺负我们的孩子,他们也是这个国家的公民。 林冠英
