Operation #HungerGames On 10/1/14 agents from the Palm Beach County Public Assistance Fraud Task Force, with the assistance of the Boynton Beach Police Department, executed a search warrant on Transcom Caribbean Market located at 1550 Federal Highway in Boynton Beach. This extensive investigation revealed that the business was committing food stamp fraud and housing illegal gambling. Agents also executed three arrest warrants on the business manager and employees who were participating in these crimes. The store manager, Edzer Luberisse, is charged with Public Assistance Fraud, Keeping a Gambling House, and Conducting an Unlawful Lottery. Two store employees, Frantz Pacius and Alex Prosper, are charged with Conducting an Unlawful Lottery. In March of 2014 the Palm Beach County Public Assistance Fraud Task Force initiated an investigation into SNAP benefit fraud and illegal gambling at the Transcom Caribbean Market. Agents conducted multiple undercover operations where employees/managers of the store exchanged cash for EBT card transactions. Agents were then able to use this cash to play illegal gaming machines and Bolita (unsanctioned lottery) within the store. It is estimated that approximately $12,400 in fraudulent exchanges of EBT/Food Stamp benefits for cash occurred in the store from March through August of 2014. The Palm Beach County Public Assistance Fraud Unit consists of the Palm Beach County Sheriff’s Office and Lake Clarke Shores Police Department.
