Operation Restoration ! I have a written a brief potted history of the journey to the Heritage Lottery Funding award, so here goes.... The journey begins way back in the mid 1990s when the City Council developed a strategy for investment in parks, which had become terribly rundown, this was due to periods of national austerity, cutbacks, huge staff losses and changes in social policies. This strategy resulted in securing both Heritage Lottery and Council funding to carry out major restoration works on both Heaton and Phillips Parks. Photo of Heaton Park Observatory.
