Job Details Employer: Horizon Institute Job Title: Operations Manager Job Type: Contractor/Consultant Location: Hargeisa Category: Management Consulting Description: Position Title: Operations Manager, Horizon Institute Reporting to: Programme Coordinator Duty Station: Hargeisa, Somaliland Area of Operation: Somaliland Employment Period: 15 March 2014 – 31 December 2015 Overall Objective: The Operations Manager will oversee the support services for Horizon Institute Somaliland Program and will be under the supervision and direction of the Project Coordinator. The Operations Manager will be responsible for the overall quality of the country program admin, logistic and HR systems with strong links with the regional finance team to support the project. Background: Horizon Institute is an international consultancy and technical specialist firm offering a broad range of professional services. Horizon Institute aims to provide efficient and effective consultancy services for the design, implementation, management and evaluation of international development assistance programs. Currently Horizon Institute is working on behalf of the UK DIFID in Somaliland to deliver improvements in the Justice and Security sector. This will be achieved through the development of new legislation that complies with international norms and best practices; training and development for government staff and procurement of goods. A growing operation: Horizon Institute is expanding, our existing projects involve 14 staff and consultants, plus a number of short-term associates. Key Responsibility: The Operations Manager will report to the project Coordinator and project Manager in the following areas: Operations and Systems Develop, implement and maintain a security plan that enables management of consultants’ international travel and daily moves, maximising safety and achieving savings wherever possible Manage all aspects of logistics, finances, procurement and liaison with all local partners, including but not limited to logistics company, Special Protection Unit (SPU) of the Somaliland Police and partner organisations Provide budget management and planning for the project Lead the development and /or revision, implementation and compliance of operational policies and procedures including administration, logistics, finance and HR Liaise with consultants about travel bookings, ensuring that efficient and economical solutions are identified Build relations with other key security, logistics and medical organisations in order to ensure that Horizon Institute has timely access to necessary services Manage the consultants office and accommodation arrangements, in consultation with the Project Manager, to ensure the most efficient and safe arrangements are in place. Project planning and delivery Support the Horizon Institute team through the inception phase of the DFID project addressing any issues that arise in the course of their deployment. Provide additional on-the-ground planning and management oversight for the completion of procurement projects. Support the development of bids for new projects, through e.g. building relations with potential implementing partners, developing delivery methodologies and drafting technical and operational sections of bids Administration and Finance Maintain an appropriate record of all operational expenditures incurred in country (completing the monthly RPS, paying local invoices, paying local staff, managing petty cash) with close liaison with the Project Manager. Assist the Project Manager in the production of regular reporting to donors. Reports directly to the project coordinator Qualifications University or higher degree in relevant discipline At least 5 years senior management experience with international humanitarian or private organizations in operations, logistics, procurement, finance or HR/Admin. Extensive budget management experience in programmes with multiple donors and currencies Broad experience in all dimensions of operations (admin, logs, finance, HR) Experience in procurement compliance Excellent communication skills (oral & written) in English Experience in training and capacity building national staff Possess strong analytical and conceptual skills High sense of responsibility and excellent organisational, planning and time management skills Energetic, flexible and willing to work irregular hours A pro-active team player with the ability to achieve results and to mentor and develop staff Good command of computer programs and applications with significant capabilities in computerized database and spreadsheet construction, and their practical application. Desirable: Ability and willingness to travel to field sites frequently Skilled in human resources management and leadership development Experience working in the Somali contexts or in cross-cultural situations with political and cultural environment similar. Reporting Arrangements The Project coordinator, Somaliland will supervise the Operations Manager. Conditions Duty station: Hargeisa, Somaliland with travel to the field to field programmes in Somaliland, Contract: Annual contract with possibility of one year extension.
