Our government officials should stop thinking of approved budgets as license to spend. Budgets are guides to approved programs. If some of these programs were not carried out for one reason or another, the budgets that were earmarked for them are NOT SAVINGS that can be re-channeled to another spend! The danger of the mindset that an approved budget is a license to spend lies in the crooked thinking that "I can overstate my programs; with no intent of accomplishing them, so that I will declare them as savings by the end of the fiscal year!" UNSPENT GOVT BUDGETS SHOULD BE KEPT UNTOUCHED! Because when the president and lawmakers agree to the re-channeling of approved budgets, they have arrogated unto themselves the wrong act of disbursing MY taxes without MY authority. MY authority to them over MY taxes are limited to their constitutional mandate to approve budgets in plenary sessions. Mr. President, Mr. Budget Secretary, Mr. Senate President and Mr. Speaker and all lawmakers -- you are all guilty of exercising unconstitutional powers over my my taxes with these PDAF and DAP spends. I am disappointed at all of you as MY leaders. All of you have betrayed MY trust. I only wish and pray that you can find it in your hearts to submit yourselves to a fresh mandate from us...very soon; not in the next elections.
