Our tour ends; I am back in Leh Our visit to Jammu and Delhi finally came to its end. The purpose of our visit, as posted earlier, was to take up several important projects including the tunneling of Khardongla and opening of Yarma Gonbo area for tourism besides many other issues concerning Nubra valley. I am back in Leh while my fellow Councillors are flying back to Nubra soon from Chandigarh. During our visit we met J&K Chief Minister Omar Abdullah, Dy CM Tara Chand, JK Ministers Rigzin Jora, Shamlal Sharma, Sajjad Khichloo, GA Mir, and Panchayat MLC Monga; and in Delhi we called on the Director General BRO Lt Gen Parnaik, Secretary Home Affairs Anil Goswami, Secretary Border Management Snelhata Kumar, Defence Minister AK Antony and Union Home Minister Sushilkumar Shinde . It has of course been a very fruitful visit and we are highly grateful to Minister Kaga Jora, Former Union Minister Ajang P Namgyal, MLC Ajang Norbu Gailchan, CEC Kaga RP and Ex MLA Ajang Samphel because, as and when needed, they guided us with their wisdom and decades of experience in the system and even spared their valuable time to accompany us to different Ministries at the State level as well as at the National level. While at the civil Secretariat in Jammu, we realised how some of the bureaucratic machinery in the Government is made to move at a snail’s pace on account of red-tapism and politics! Even many of the routine don’t seem to move without some influence or a push! Not just a Kejriwal but this State seems to need a Maha Kejriwal to clean the system (Sorry if my words were a bit harsh though!). However, being a Ladakhi it is a pride to see Ministers like Kaga Jora who has, over the years, earned a very high respect in the State for his dynamism and honesty. Even the opposition leaders like Ashok Khajuria of BJP, who we met the Secretariat, admires Jora Saheb for his honesty and dynamism. The State Government through the Principle Secretary Home was to officially recommend the opening of Yarma Gonbo area for Tourism to the Home Ministry, Govt of India, and for which he had got everything, the official formalities, that was required from Leh. In the process of it some political interference from a corner also came in... well, doesn’t matter... we were pre-emptive of it.. and moved ahead as tactfully as we can to ensure that the process is not derailed on its way... However, without the support of Kaga Jora it would not have been possible to get it through due to politics and the kind of bureaucratic mechanism we have in our State. We finally got it cleared from the State Government and handed the case over to the Union Ministry of Home through the Secretary Home Affairs, Govt of India, Anil Goswami at Delhi to process for issuing notification. We could do everything well in time before the Model Code of Conduct came into force. Our visit has indeed been an exposure into the real world of bureaucracy and governance. We followed up several projects and programs which have been pending with different Ministries of the State as well as at the Centre Governments...
