PAGASA 24-HOUR PUBLIC WEATHER FORECAST issued at 5AM, 27 August. Synopsis: At 4:00 a.m. today, Tropical Storm "NANDO" was estimated based on all available data at 200 km East of Aparri, Cagayan (18.1N, 123.9E) with maximum sustained winds of 75 kph near the center and gustiness of up to 90kph. It is forecast to move North Northwest at 15 kph. Forecast: Batanes group of islands will experience stormy weather with rough to very rough seas. The provinces of Isabela, Apayao and Cagayan including Babuyan and Calayan group of islands will have rains with gusty winds with moderate to rough seas. Metro Manila and the rest of Luzon will have cloudy skies with light to moderate rainshowers and thunderstorms. Visayas and Mindanao will be partly cloudy to cloudy with isolated rainshowers or thunderstorms. Moderate to strong winds blowing from the southwest to west will prevail over Luzon, Visayas and Eastern Mindanao and the coastal waters along these areas will be moderate to rough. Elsewhere, winds will be light to moderate coming from the south to southwest with slight to moderate seas.
