NOTIFICATION OF THE GOVERNMENT OF KHYBER PAKHTUNKHWA, HEALTH DEPARTMENT, PESHAWAR (NO. SOH-I / HD / 1-392; DATED PESH: THE 30TH JAN 2012). Most Worthy Special Secretary Health Reference the communication No. SOH-I / HD / 1-392 / 07; Dated, Pesh: The 14th March, 2012 from the office of the Section Officer-I, Government of Khyber Pakhtunkhwa, Health Department, Peshawar and the reply communication Ref. No. 307-327 / Urol-PGMI / LRH / Pesh; Dated: 21.03.2012 from this office. The undersigned hereby submits the Addenda to the fore mentioned reply communication from this office. It is worth mentioning in this context that the undersigned is not scared, etc. of facing some of the highly interested attending parties to this issue, etc. (NB: for their unlawful deeds, intentions, etc.) during the said meeting. But the undersigned desires just to avoid the heart burning, parleys, etc. in order to maintain the decorum of the most honourable, worthy, etc. office of his most dearest brother, friend, colleague, as well as his present administrating officer, etc. (i.e. the Special Secretary Health). Therefore the undersigned hereby submits this written statement. Although the undersigned finds himself ready to face the fore mentioned highly interested parties to this issue, etc. before all the high level inquiry / facts finding commissions, etc. as already highly demanded by the undersigned in his office communication in another matter, etc. very closely associated with this very issue, etc. (i.e. THE ATTENTION DRAWING NOTICE OF HIGHLY SERIOUS NATURE – Ref. No. 48-80 / Urol-PGMI / LRH, Pesh; Dated: 07.02.2012). It is highly note worthy in this context that the office of the Chief Executive, Lady Reading Hospital, Peshawar has never bothered as yet to officially inform the office of the undersigned about the transfer of the officer transferred [NB: Photostat copy of that very Notification No. SOH-I / HD / 1-392; Dated: 30.01.2012 plus its Photostat copy forwarded to other offices No. 4656-60 / LRH / F-I; Dated: 07.02.2012 is a proof and is enclosed for your ready reference (NB: this Photostat copy has been obtained unofficially from the office of the CE, LRH, Peshawar)]? Furthermore the officer transferred has never bothered as yet to submit his arrival report at the office of this department? Therefore according to the Law, etc. both the office of this department and the undersigned himself must not be officially as yet in the knowledge of that very transfer lest the transfer issue, etc. of the officer transferred. According to the Amalgamation Order 1989 of the Provincial Government the inter-institutional transfers of the Teaching Staff (Civil Servants) are just Lawful amongst only 02 (two) Specific Medical Institutions i.e. the Khyber Medical College, Peshawar and the Postgraduate Medical Institute, Peshawar. The inter-institutional transfers of the Teaching Staff (Civil Servants) from any 3rd (third) Medical Institution even in this province to any of the above mentioned two Specific Medical Institutions and vice versa are therefore Unlawful. Thus the transfer of the officer transferred from the Institute of Kidney Diseases, Peshawar (NB: a third Medical Institution) to the Lady Reading Hospital, Peshawar (i.e. against the vacant post of the Professor of Urology, Postgraduate Medical Institute / Lady Reading Hospital, Peshawar) (NB: one of the fore mentioned two Specific Medical Institutions) is Unlawful. Therefore this transfer of the officer transferred from the IKD, Peshawar has made a precedent for all the very near future up and coming desires, attempts, etc. for such unlawful inter-institutional transfers of the Teaching Staff (Civil Servants) from each and every corner of this province with each and every passing moment (i.e. from Dera Ismail Khan, etc. to Swat, etc.). This is because the Flood Gates allowing the flood waves of the Tug of War regarding such unlawful inter-institutional transfers of the Teaching Staff (Civil Servants) in this province have been now opened. Eventually those unlawful inter-institutional transfers would give rise to the intra-institutional inter-seniority disputes, etc. amongst all the Teaching Staff (Civil Servants) in this province. Ultimately those intra-institutional inter-seniority disputes, etc. of the Teaching Staff (Civil Servants) will turn into the mega tsunamis of the lawsuits, etc. gushing inside the most honourable, learned, etc. courts of law. Thus before this uncontrollable jinnee comes out of the bottle it must be pushed back into the bottle and the bottle opening and neck must be tightly closed by the corked cap on the extremely urgent and high priority basis. So this unlawful inter-institutional transfer notification of the officer transferred must be cancelled with the most immediate effect in the greater interest of the whole of the Health Department in this province. The undersigned will never ever accept and become part and parcel of any such unlawful inter-institutional transfer notification. The undersigned will highly welcome any individual Coming Solely through the Lawful Channels, Merit, etc. as the Professor of Urology. Whereas the undersigned has the Zero Tolerance for any Bogus Professor of Urology and over and above that who also Lands via a Parachute! If in spite of all this explanation that very unlawful, etc. inter-institutional transfer notification is not withdrawn then the undersigned will be ultimately left with no other option than to take this very matter to the various legal, etc. forums. In almost 65 (sixty five) years history of this country almost all institutions have been always destroyed in order to develop the chosen individuals (blue eyed babies) with the result that the ultra-fast rising graphs of the unlawful, etc. deeds in the entire machinery of specifically this country are clearly visible to each and every one in this global village of today. During the fore mentioned period mostly the highly ignominious doctrine of the Necessitas Non habet Lege (Necessity has No Law) has been always made a false excuse for all the unlawful, etc. deeds at every walk of life instead of the highly honoured doctrine of the Salus Populi Suprema Lex Esto (Let the Welfare of the People be the Final Law). It is highly hoped that your dynamic personality, leadership, etc. will practically bring the reforms, etc. in the Health Department for killing or at least crippling the dragons of the corruptions, etc. You will always find the undersigned as your most obedient soldier in your this enlightenment, etc. revolution. This office once again puts the stress for the constitution of the high level inquiry / facts finding commissions, etc. in the context of the above mentioned communication from this office (i.e. THE ATTENTION DRAWING NOTICE OF HIGHLY SERIOUS NATURE – Ref. No. 48-80 / Urol-PGMI / LRH, Pesh; Dated: 07.02.2012). If the fore mentioned high level inquiry / facts finding commissions, etc. are not constituted within the period as specified in the fore mentioned communication from this office then the undersigned will be again ultimately left with no other choice but to take this very matter to the various legal, etc. forums. Generally from the very first date of the establishment of this department in 1974 and specifically after taking the charge of this department by the undersigned on 09.05.1996 to date every effort has been made by most of the authorities, etc. of the Provincial Government; the Health Department; the Directorate General Health Services; the Postgraduate Medical Institute; the Lady Reading Hospital, Peshawar, etc. to bring a final end to this department. Those facts and figures are going to be very briefly mentioned in the lines to come. Since the very first date of taking the charge of this department the undersigned has tried too hard un-tiredly day and night to upgrade this department. In 1996 the undersigned was able to sanction 6.8 (six point eight) Millions French Francs soft and long term loan through the Pak-French Financial Protocol 1993 by the President of the Islamic Republic of Pakistan for the Modernization this Department through the purchase of the state of the art Urological Equipment, etc. But that very project was cancelled without rhyme or reason in 1997 – although all other Departments of Urology in all the other provinces of this country benefited from that very project? In 1998 in the pre-text of the so called renovations, etc. this department was dislocated from its original relatively habitable, logical, scientific, etc. location to an absolutely inhabitable, illogical, unscientific, etc. relocation. In the highest breach of all the pledges this department was never allowed to return back to its original location after the completion, etc. of the so called renovations, etc. (NB: with the result that since the last around 14 (fourteen) years this department has been kept relocated in the worst possible location of this institution. This relocation has been declared highly dangerous for the in habitation by all of the technical experts! The shifting of this department to that relocation caused damages of the property, etc. of this department worth millions of the Pakistani Rupees)? This department has been always kept highly deficient in all the health care professionals, etc.? Similarly this department has been always kept highly ill-equipped with almost all most mandatory highly requisite state of the art Urological Equipment? Most of the Urological Equipment, etc. are always stolen, intentionally made out of the working order, etc.? Even absolutely unlawful condemnations, etc. of the highly expensive Urological Equipment, etc. have been carried out when the undersigned was on officially sanctioned leave (NB: it is highly worth mentioning that since the very first date of taking the charge of this department the undersigned has never ever carried out the condemnation, etc. of even a single needle)? The undersigned is the sole Urologist in this province who personally introduced, pioneered and started with the excellent results more than 70% (seventy percent) of the state of the art Urological diagnostic and therapeutic procedures. He has to his credit various local, national, regional and international awards, honours, etc. From 1997 to 2008 he remained the key person in the construction, commissioning, etc. of the Kidney Centre, Peshawar (now the IKD, Peshawar). On 06.04.2006 he became the First Urological Scientist (Urologist) from Pakistan as well as the third world to receive the highest award of the European Urology i.e. the European Urology Support Fund Award plus a Grant of state of the art Urological Equipment, etc. worth 01 (one) Million Euro in 122 (one hundred twenty two) years history of the European Urology (NB: some consignments of those equipment, etc. have already arrived at LRH, Peshawar and the rest are in the very process of arriving). On 16.05.2006 he was finally able to lay down the Foundation Stone of the Urological Block (Urological Complex), LRH, Peshawar by the then Provincial Minister for Health. On 10.11.2006 he was able to get a Grant of the state of the art Plastic Surgery Equipment, etc. worth 01 (one) Million Pound Sterling for the ever first Burns Unit in the public sector at LRH, Peshawar from the United Kingdom. On 17.05.2011 he became the First Urological Scientist (Urologist) from Pakistan as well as the third world to receive the highest award of the American Urology i.e. the American Urology Presidential Support Grant Award plus a Grant of state of the art Urological Equipment, etc. worth 01 (one) Million United States Dollar in 110 (one hundred ten) years history of the American Urology (NB: the first consignments of those equipment, etc. will be very soon arriving at LRH, Peshawar). It is highly note worthy that the official directives about the fore mentioned state of the art Urological Equipment, etc. (NB: which have been and will be donated by the fore mentioned advanced Western Urological Organizations, etc.) are solely at his lawful official discretion as the sole relevant lawful official Competent Authority, etc. (NB: being the sole lawful official Scientific Envoy, etc. of the fore mentioned advanced Western Urological Organizations, etc. for this country). He has the Zero Tolerance for any undesirable, unlawful, etc. interventions, etc. by any authority, etc. in the context of the fore mentioned state of the art Urological Equipment, etc. (NB: which have been and will be donated by the fore mentioned advanced Western Urological Organizations, etc.) excluding the relevant Donor advanced Western Urological Organizations, etc. So much so that he has got the absolute lawful official Authority, etc. even to entirely fold these programmes in this country. He is the sole Clinical Professor at least in this province who does not carry out any Private Clinical Practice. In 1927 the maternal grand father (K. B. Taj Mohammad Khan) of the undersigned achieved the Position No. 10 (ten) amongst the 24 (twenty four) Founders of the ever first Western Style Hospital in this province i.e. Lady Reading Hospital, Peshawar with H. E. Lady Reading achieving the Position No. 01 (one) and L. Basheshar Nath Khanna achieving the Position No. 24 (twenty four). Similar are the contributions (NB: specifically the health institutions, etc. related donations, etc.) of his paternal grand father, paternal grand uncle, father, cousins, sole sibling (younger brother – Prof. Dr. Iftikhar Ahmad Khan (ENT and Head and Neck Surgeon, PGMI / LRH, Peshawar), etc. The undersigned will never ever make any compromise over the Principles of the Natural Justice and would just say at least about himself that Frangas, Non Flectes (You may Break, you shall not Bend). Special Note: Since the very beginning of the humanity the humans have always made the advancements in their knowledge (in every walk of life) which they acquired through experiences or educations in spite of the off and on heavenly and humanly induced ups and downs. Based on the levels of the advancements of the human knowledge (usually in any space and time) the geopolitical countries of the world are usually ranked into 03 (three) categories which are the first world countries, the second world countries and the third world countries. Naturally the ultimate goals for the second world countries as well as even the third world countries are always to attain the category of the first world countries. At any space and time the living humans live in the present (which is today) since the past has passed (which was yesterday) and nothing is known about the future (which will be tomorrow). The Medical discipline (specialty) of the Urology is around 122 (one hundred and twenty two) years old. In the first world countries today the Renal (Kidney) Transplantation is solely limited to the discipline of the Transplant Surgery so now it is no more included in the discipline of the Urology. In the above mentioned Notification it is mentioned that the officer transferred being a Professor of Urology and Renal Transplantation is transferred against the vacant post of the Professor of Urology. As already explained above today (NB: at least in the first world countries) there absolutely can not be such a post of the Professor of or other posts in the discipline of Urology where Cocktailists (i.e. Joint Specialists of the discipline of Urology and the entirely separate discipline of Transplant Surgery) are working rather than the Urologists! Can the undersigned be very kindly clarified even about this post of the Professor of Urology and Renal Transplantation (i.e. Professor of Cocktail)? This is because in all the International Lists of all the Medical disciplines there is absolutely no such a discipline of Urology and Renal Transplantation (i.e. the discipline of Cocktail). Now specifically in this country it is high time for the true Urologists (NB: not the false Urologists) to seriously think that in which space and time they are living right at this very moment?
