Public teachers’ bonus for release October by Ina Hernando Malipot August 4, 2014 The Department of Education (DepEd) on Monday announced that the Performance Based Bonus (PBB) of public teachers for 2014 might be released in October this year. In a dialogue with members of Alliance of Concerned Teachers (ACT), DepEd Assistant Secretary Jesus Mateo said that almost 90 percent of school divisions have already submitted the requirements needed for the release of the PBB. “We’re still waiting for the remaining 10 percent who have yet to submit,” he explained. As long as pre-conditions have been met — such as the required information from teachers and schools, among others — the PBB, he said, “might be released as early as September or October.” DepEd Undersecretary for Regional Operations Rizalino Rivera explained that there was delay in releasing the guidelines for PBB this year due to the Results-Based Performance Management System (RPMS). “We wanted to make sure that the RPMS is not linked with the PBB,” he said. The RPMS is a “systematic approach for consistent and continuous work improvement. It will be adopted by DepEd this year In accordance with Civil Service Commission’s (CSC) rating scale, where “outstanding performance” is pegged at 30 percent more than the target. RPMS is being opposed by teachers saying it is not “applicable to measure teachers’ performance.” The PBB is a scheme under the administration of President Benigno Aquino III, the Performance-Based Incentive System (PBIS) as stated in Executive Order No. 80 in 2012. Under the system, teachers and government employees are entitled to an across the board productivity enhancement incentive (PEI) in the amount of P5,000 and a PBB that ranges from P5,000 to P35, 000 depending on the employees performance. However, the PBB is opposed by teachers groups because of its “deceptive and divisive” nature.
