PCPC GIVES GO-SIGNAL FOR COAL PLANT By GLENDA SOLOGASTOA ILOILO — The Palm Concepcion Power Corp. (PCPC) has given the go-signal for the construction of its 135-megawatt coal-fired power plant in Concepcion town. PCPC president and chief executive officer Roel Castro said they have issued a Notice to Proceed so that their engineering, procurement and construction contractor, the NLSC, can start mobilizing next week. Castro made the announcement in a recent cocktail event attended by Gov. Arthur Defensor Sr., Concepcion Mayor Milliard Villanueva, representatives from government agencies and key officials from electric cooperatives in Panay Island. The P13-billion state-of-the-art power plant will be put up on a 30-hectare property in Brgy. Nipa. Castro said the funds for the project are ready. “The BDO Capital is the financial arranger, and the participating banks are BDO Unibank, Asia United Bank and China Bank,” he disclosed. The construction is expected to be completed by 2016, according to Castro. Dr. Walter Brown, PCPC chairman, said the company will also install the transmission facilities needed for the distribution of power supply to electric cooperatives. The PCPC has completed the profiling works and secured an environmental compliance certificate for the transmission project. Seen as the most advanced and fuel-efficient plant in the Visayas, the Concepcion coal plant will use the circulating fluidized bed combustion technology. Its fuel will be imported from Indonesia. The PCPC will use the latest Alstom Technology from Europe for the power plant’s steam turbine and generator. For his part, Defensor urged the electric cooperatives in Panay Island to have power supply reservations with the PCPC. “We want to make sure that the province will have sufficient power supply by 2016,” he said. Defensor said the PCPC’s project gives Ilonggos a “sense of comfort” and confidence, as it is expected to provide adequate power supply to sustain the economic growth of the province. A simple groundbreaking ceremony was held on January 15 to formally launch the coal-fired power plant. Among those who led the groundbreaking were Defensor, Villanueva, Brown, House Deputy Speaker Erin Tañada, PCPC directors Eric Francia and Jack Ng, and other political and business personalities. The PCPC is a joint venture of the Palm Thermal Consolidated Holding Corp of the A. Brown Co. Inc. and the Jin Navitas Resource Inc. The NLSC, on the other hand, is a consortium of the First Northeast Electric Power Engineering Corp. of China, Liaoning Electric Power Survey and Design Institute, and the Shenyang Electric Power Design Institute Co.
