PLEASE SHARE THIS POST!!!!!!!!!!! I received the following letter from Mr. Jim Grieves advising me that they have made changes to the FDK legislation. This letter was received on June 26th. It so conveniently occurred 1 day after the Ministry had been served the application for declaration (court date July 8th). When I spoke to Mr. Grieve on June 17th he advised me that his hands were tied and he could not help me until 1. ) A Minister was designated 2. ) A budget was passed down. He felt that the best case scenario for any response would be mid July but likely much later. I am wondering how this miraculously happened so quickly. How did he get the Lieutenant Governor to sign it given the LG was just sworn in yesterday? I wonder if legal process was followed to make these amendments or, if once again, the Ministry is testing legal process. If this was in the works prior to my conversation with Mr. Grieves the conversation with me was just one lie after another. It would be very beneficial for media to run stories on these recent changes. The Ministrys actions are questionable to say the least: Ministry of Education Early Years Division Mowat Block, 4th floor 900 Bay St. Queen’s Park Toronto ON M7A 1L2 Ministère de lÉducation Division de la petite enfance Édifice Mowat, 24e étage 900, rue Bay Queen’s Park Toronto ON M7A 1L2 June 26, 2014 Dear Ms. Sant-Wells. I am following up on your communications with the Ministry of Education regarding the implementation of full day kindergarten (FDK). I would like to let you know that the government has made changes to regulations relating to FDK. Please allow me to provide you with a summary of the amendments made. These amendments will: Require school boards to offer FDK to all elementary schools in which instruction is provided in grade one Exempt single-track French immersion schools with a grade one entry point from the obligation to offer FDK, if the board policy on entry points was in place on June 26, 2014. Exempt single-track French immersion schools with a senior kindergarten entry point from the obligation to offer FDK to junior kindergarten students, if the board policy on entry points was in place on the date the regulatory amendments were filed. List certain additional schools that would be exempt from offering FDK, for example, colocated schools. Provide authority for the Minister of Education to exempt schools from the obligation to offer FDK due to facility or other operational issues for a time-limited period. For your reference, the recent amendments are anticipated to be posted on the e-laws website by June 30, 2014. You will be able to find them by visiting: e-laws.gov.on.ca/navigation?file=home&lang=en Sincerely, Jim Grieve Assistant Deputy Minister Early Years Division Ontario Ministry of Education
