POPOT u Isa na Sakit u Bangsa 5 Ps of Kazalimbago Reporting Back to the People, Imperatives on Solid Waste Management by Samira Gutoc during ESWM Anniversary Parangal for the Garbage Collectors, Banggolo, Marawi Assalamualaikum! Where the Mother in a family, President and Judiciary can converge is on the issue of solid waste management (SWM). One year ago, I met the Sultans and ulama who were on this lonely journey of development introduced to me by SWM Marawi Ordinance author Jehanne Mutin. And I joined them , the few ,making noise about basura busting in the Islamic city, now Alhamdullilah, villages are doing their own groundwork. Reform continues with governance efforts at the local level. Now who will do the dirty work (of solid waste management)? Dirty fingers are literally needed to get the community to act together on the perennial problem of basura (trash), an eyesore in the Islamic City of Marawi. Thus, I have refused to apply for positions because I chose a path, and because we need to bring back the dignity of the human being in breathing the air he deserves. The more we throw, the more we dont care that a child inhales from the possibly dengue-producing growing Payatas we are now contributing to. Give dignity to a garbage collector by helping manage your waste, reuse , reduce, recycle. Join us because this a personal and public movement. The 5 Ps to make effective this change movement is - policy - the milestone includes having cascaded RA 9003 in the barangay level, strengthened by the Supreme Court issuing an Environmental Justice Handbook for ARMM launched in Marawi. - people - champions and families are the lifeblood of SWM enforcement. - penalties - to enforce compliance is to have agencies of Government ie PNP and Army assist the local government unit (LGU) - pride- recognizing the complying barangays and supportive allies ie ENGAGE, TESDA, Radio ng Bayan and Taskforces and people like Lynn Macabalang . The fifth P is our promise to the youth, our children not to contribute to the earths wanton destruction. From household to highway, there is no escaping the impact of solid waste that consumers take lightly. Trash clogging canals contributed to flooding. Mainstreaming cleanliness and the SWM system is urged in rendering khutba in mosques. Thus, ulama on radio and two-way radio groups have been on air. Hotlines of the Army and PNP have been provided for but littering and dumping are still prevalent. Despite this, the few 6 who we honor today among 96 barangays should serve as living testaments that WE CAN ! Alhamdullilah, thank you and congratulations, keep on basura-busting!
