PRESIDENTIAL AMBITIONS PROHIBITION ACT, 2014 AN ACT TO PROVIDE FOR THE PROHIBITION OF THE PEOPLE OF UGANDA FROM CONTESTING FOR THE POST OF PRESIDENT WHILE THE INCUMBENT IS STILL PRESIDENT, WHO MAY INCLUDE BUT NOT LIMITED TO THE VICE PRESIDENT, PRIME MINISTER, MINISTERS, MEMBERS OF PARLIAMENT, ANY OTHER LEADER FROM ANY DISTRICT OF UGANDA TO PROVIDE FOR THE HARASSEMENT OF THOSE WHO ATTEMPT TO COMPETE AND RELATED MATTERS. This acted may be cited as “The Presidential Ambitions Prohibition ACT, 2014 INTERPRETATION “Unwanted person This means any person who has presidential ambitions Rebel Rebel has its meaning as was used for the rebel MPs “Incumbent” The M7 of Uganda who is the only person eligible and allowed by law to stand for president SECTION 1: PROHIBITION OF PRESIDENTIAL AMBITIONS (a) No person whatever be his position in government, capacity, stature and charisma shall stand for post of president or cause, support, sponsor, campaign for or incite any person to stand for presidency while the incumbent is still in power. (b) Not withstanding subsection (a) above, it shall be an offense for any person to be purported to be harbouring presidential ambitions. (c) Any person purported to be harbouring presidential ambitions shall be sacked, harassed, persecuted, isolated, discriminated and thrown into political wilderness. (e) For avoidance of doubt, a person purported to be harbouring presidential ambitions shall be presumed to be guilty until proven otherwise SECTION 2: HANDLING OF PEOPLE WITH PRESIDENTIAL AMBITIONS 1. The high organ of Uganda’s ruling party shall employ measures necessary to discipline anybody who commits the offence of standing for president, save for the incumbent. (a) A person who commits the offence of harbouring presidential ambitions may be prosecuted, dismissed if he is a public officer and tortured in public interest. SECTION 3: THE ROLE OF POLICE IN HANDLING PEOPLE WITH PRESIDENTIAL AMBITIONS 1. The police is hereby mandated in accordance with the Constitution and the provisions of this Act to harass, torture, restrict, humiliate and arrest all the people with presidential ambitions, their supporters and those who participate in their activities. (a) It shall be an offence for any person, church, association, club and any other community to invite, welcome or interact with any person harbouring presidential ambitions for the purpose of popularizing him. SECTION 4: SUCCESSION FROM THE INCUMBENT (a)The Incumbent shall be at liberty to appoint any person to succeed him including appointing his son, daughter and or wife.
