PRIVILEGE SPEECH OF HONORABLE SB NITA S. UY Behind everything there is always beyond who makes our destinies, that is our Creator knowing that everything happens for a reason and purpose. Just like me, I was destined to join the law-making body of the Municipality of Cabatuan for 31 months to complete a plan of God we call it appointive and I was deeply thankful to the Honorable Higher Authority and to our honorable Governor Faustino “Bojie” G. Dy III and Honorable Mayor Cid A. Dayrit, M.D. for believing in me and trusting me. Joining the August Body is an asset to me, a privilege, an honor and a remarkable history of my life. As one local legislator, I learned that we valued a kind of governance that is transparent, accountable, participative and performing above average standards. We both promote the welfare of its members and build their capacities as effective local legislators. It needs a lot of hard work to compensate the trust given to us by the people, of the people and for the people, we therefore do our job for them for a better tomorrow. As Sanggunian, our duties and responsibilities is so wide and so big, it is very meaningful to me that to mention them is a must in order to share with you although I know and believe you know them better than I but I have too for future references: • That we identify, aggregate and articulate the needs, problems and aspirations of the constituents for it implies productive and sustained interactions; • That we ensure what is finally decided, matches the needs and expectations of the constituency; • That we communicate local decisions and actions that ultimately affect their lives and destinies; • That we monitor the performance of every legislative measure enacted and ensure that legislation is implemented as intended; • That we initiate amendments to local policies for it is necessary toward the promotion of effective local governance and general welfare; • That we provide a pro-active role in bringing about a more enlightened citizenry; and • That we mobilize support system within the Sanggunian the local administrative bureaucracy and the community for purposes beneficial to them. • These are the duties and responsibilities of all Sangguniang in all the municipalities all over the country. Let us learn them by hearts and deeds the pledges of the Sanggunian. My vision and concern was realized thru my little efforts and accomplishments on records and the foremost was the creation of Executive Order No. 1, series of 2012 – The organization of Persons with Disability Team with a task of preparing documents and reports involving persons with disability. Those persons with disability are part of Philippine society and that the government shall give support to the improvement of their total well-being and their integration into the mainstream of society, “Magna Carta for disabled persons”. I am glad and happy that the more than seven hundred recorded disabled persons were given a budget of P50,000.00 for the year 2013, that is good enough to start the blessed thing it signifies a hope for them. To where they assigned me, I did what I ought to do, to work, to learn, to respect, and accept the truth and be brave to educate myself with all those recommended corrections they have imparted to me and with those crucible humiliations which I encountered here. Don’t you worry for I take them positively, I valued them in my heart. They guide and transformed me for a stronger personality and a better public servant. Its freedom and democracy that we have in our country and we practice it here, we deliberate things openly and feel the oneness when it needed it most especially on projects. We listened to the opinion of everyone whether positively or negatively or none at all and I do not blame anybody for the rejection of my being with my tactfulness and frankness. You only misunderstood me anyhow I asked thy forgiveness if ever I have hurt anyone of you here. Only dignity of oneself is what I have, my treasure is the kindness in my heart and being a good Manang to all of you. Everything that we have done and accomplished in this August Chamber is worth remembering and in my heart, body and soul I will always treasure and value them up to the last breath of my life. And for every success and award given to us in our beloved town of Cabatuan, remember po na I am a part of it. Just like you, again, I have given myself without any reservation committed and dedicated to serve and that I have given my greatest performance in my life here in the Sangguniang Bayan of the Municipality of Cabatuan. I love and respect you Cabatuanenses. Thank you dear people, thank you for everything, thank you for another journey of my life to remember and I feel God has planned another mission for me to do that is to take care of my son who is really suffering from sickness, Emilson James S. Uy III . If God is listening right now, how I wish to share my remaining life to my son, that’s how much I love him. GOD BLESS US ALL. BEHIND THE CLOUDS, THE SUN IS STILL SHINING. See you there.
