PROMOTION POLICY FOR GENERAL CADRE OFFICERS FOR PROMOTIONS TO MMGS-II & MMGS-III The proposed promotion policy has the following objectives : i) Serves well the interest of the Bank, ii) The officers of right quality are promoted, iii) Improve age profile, and iv) Create a pipeline for succession. The details of the policy are as under : 1. Promotion year : Each financial year beginning 1st April and ending 31st March will be treated as promotion year for conducting promotional exercise subject to availability of vacancies in each grade. 2. Vacancies: At the beginning of each promotion year, an estimate on the number of vacancies to be filled during that year in respective grades shall be prepared by the concerned Appointing/Promoting authorities, who would also finalise the number of vacancies to be filled as per Bank’s needs/requirements. With a view to enabling the eligible candidates to be aware of the level of competition, the approximate number of vacancies available/ likely to be available under each channel will be circularised. The vacancies for the year shall be allocated as under : Grade Merit channel Seniority cum merit channel Promotion from JMGS I to MMGS II 80% 20% Promotion from MMGS II to MMGS III 80% 20% Further, there shall be both way fungibility i.e. vacancy remaining unfilled under one channel can be filled from other channel. 3. Date of effect of Promotions: Promotions under this policy would be effective from the date of declaration of results or date of approval of the promotions by the Appointing/Promoting Authority. However, in case of officers eligible for promotion from a retrospective date and found suitable for promotion, the promotion will be given effect from the date from which other officers of the relevant grade were promoted. 4. Date of Eligibility: The date for determining various eligibility criteria shall be 1st April of the relative promotion year. 5. Eligibility Criteria: An officer will have to meet minimum requirements under the following parameters to be eligible for consideration for promotion : a) Service Eligibility Criteria The service eligibility criteria, including probation period in the existing grade, for promotion to the grades of MMGS-II & MMGS-III as on the date of eligibility will be as under : Grade No. of Years of Service in the Present Grade (as on the date of eligibility) Merit channel Seniority cum merit channel Promotion from JMGS I to MMGS II 3 years 6 months 10 years Promotion from MMGS II to MMGS III 2 years 6 months 9 years Note : While for the purpose of fulfilling service eligibility criteria, probation period in the existing grade would also be counted, only officers confirmed as on the date of eligibility would be eligible to participate in the promotion process. b) Residual Service in the Bank The candidates, to become eligible for promotion, should have a minimum of 2 years’ residual service with the Bank as on the date of eligibility (i.e. 1st April). For the purpose, the normal age of superannuation (at present 60 years) will be taken into consideration even though to work upto this age, the officer may require one or more extensions. c) Number of Chances The officers shall be given a total of six (6) chances under each channel. Having availed a total number of 6 chances, they shall not be eligible for consideration for further promotion under that channel. The chances availed from the promotion year 2014-15 and onwards would be counted for determining the number of chances availed. A chance shall be deemed to have been availed if an officer does not opt out of the promotion process and attempt will be counted even if he/she absents himself/herself from participating in the entire promotion process or any one of the prescribed stages of the promotion process for any reason. d) Mandatory Assignments Besides the required number of years of service in the existing grade, the officers are expected to have acquired certain specific work experiences before they are considered for promotion to the next grade. Therefore, for consideration for promotion to MMGS-III grade, the completion of the under noted assignments will be mandatory : For MMGS III 2 years’ service in Rural/Semi-urban Branch(es) and 2 years satisfactory operational or line or independent line assignment. Provided that- (i) in cases where exemption from mandatory assignment has been given by the Bank, the requirement for completion of mandatory assignment for eligibility for promotion shall stand waived for the period for which exemption has been granted. (ii) Officers will be considered eligible for promotion only after satisfactorily completing the relative mandatory assignments. In case an officer has not completed the required mandatory assignment by the date of eligibility for promotion to the relevant grade, he will not be considered for promotion in the ensuing promotion exercise. However, such officers who failed to complete the mandatory assignments for reasons not attributable to them will be considered in future promotion exercises after they have satisfactorily completed the mandatory assignment, from the date they were otherwise eligible for promotion but for non-completion of mandatory assignment. e) AARF Score i) Promotion to MMGS-II: Merit channel : The officer should have secured an aggregate AARF score of 240 or more (with a minimum of 60 in each) during the best three (3) out of last four (4) years’ AARFs in the present grade. Seniority cum merit channel : The officer should have secured a minimum of 60 in each of the best four (4) out of last five (5) years’ AARFs in the present grade. ii) Promotion to MMGS-III: Merit channel : The officer should have secured an aggregate AARF score of 225 or more (with a minimum of 60 in each) during the last three (3) years’ AARFs in the present grade. Seniority cum merit channel : The officer should have secured a minimum of 60 in each of the best four (4) out of last five (5) years’ AARFs in the present grade. f) Debarment : Officers who have given option not to participate in the promotion process or are under rigour of punishment on the date of eligibility due to imposition of penalty, as a result of disciplinary action under the service rules, will not be eligible to participate in the promotion process. 6. Promoting and Appellate Authorities : For promotion to the grades of MMGS-II & MMGS-III, the Promoting and Appellate authorities for the grades would be as given in Annexure-I. However, in case of need, on the recommendations of Dy. Managing Director & Corporate Development Officer, the Chairman will have the authority to appoint/change Promoting or Appellate Authority for any of the grades in any promotion year. 7. Option to opt out: a) Officers who fulfil the service eligibility criteria for promotion to the next grade but do not find themselves well equipped to participate in the promotion process, may opt out of the promotion process for the concerned promotion year, at their volition, by submitting an application on the lines of the format given in Annexure-II. In absence of the option letter, the Bank will presume that the officer wishes to participate in the promotion process for the year. Having not opted out, if he/she does not later on participate in the entire promotion exercise or absents himself at any of the stages thereof, he/she will be deemed to have availed a chance, irrespective of the reason for which the officer absents himself/herself. For this purpose, a circular will be issued by Circles before start of the exercise, giving about two weeks’ time to eligible candidates to exercise their option to opt out of the promotion process, if they so desire. For candidates who do not opt out of the promotion process for the year but are found ineligible for being considered for promotion, their chance for that year shall not be treated as having availed. b) Officers in the grades of JMGS-I & MMGS-II may also opt out from all future promotions, i.e., from JMGS-I to MMGS-II, MMGS-II to MMGS-III, MMGS-III to SMGS- IV and from SMGS-IV to SMGS-V, by submitting a letter on the lines of Annexure -III. The officers exercising such option would not be permitted to participate in the process for promotion to next higher grade in future. However, such officers may review their option and give willingness to participate in future promotion process to the next higher grade after expiry of two (2) years from the date the option to opt out from all future promotion processes was given. They will be considered eligible to participate in the promotion process provided they have completed all the mandatory assignments in terms of the promotion policy in force at the time from a prospective date, i.e., from a date after they have completed the deficit mandatory assignments, if any. This would apply to all officers who seek to withdraw their earlier refusal for promotion, even though submitted prior to issue of the revised policy/guidelines. c) Candidates who are eligible to be considered under both the channels but desire to be considered under merit channel would be required to submit an option letter in this regard on the lines of Annexure -IV. Such candidates shall be considered under merit channel, if otherwise eligible and will not be considered under seniority cum merit channel for that year. In absence of such an option letter, the candidate will be considered for promotion under seniority cum merit channel only. 8. Written test: a) For promotions under merit channel, officers who are otherwise eligible to be considered for promotion on satisfying various eligibility criteria, have not opted out of the promotion process and/or are not debarred from taking part in the promotion process due to imposition of penalty and who have secured minimum stipulated AARF marks, will be eligible to write the written test to be held for the relevant grade. The minimum percentage of marks required in the written test to qualify for being considered for inclusion in the Zone of Consideration will be 40%. In this connection, the written test will be administered on the following lines : i) Written tests for the grades shall be conducted on a pre-appointed date and time simultaneously in all Circles. ii) Preparation of question paper and evaluation of answer books may be arranged by the bank internally or through an outside agency for instance IBPS etc., who have experience in the area. The engagement of a reputed agency to conduct the written examination lends credibility to the examination system and the experience of the outside agency would help the bank in designing the written test of a type which takes into account the competencies, knowledge and skills required for the grade of officers. iii) The marks and their percentile score in the written test shall be advised to the candidates. b) In case the number of eligible candidates is less than the number of vacancies, the Chairman may at his/her discretion waive the written test for promotion to MMGS-II and to MMGS-III. c) Under Seniority cum merit channel, there shall be no written test. 9. Declaration of Zone of Consideration: All officers who qualify in terms of service eligibility criteria, residual service requirements, minimum AARF scores and have not opted out of the promotion process, have not exhausted all their chances, are not debarred from promotion on account of rigour of punishment and have not been declared unfit for promotion in the written test, shall constitute the Zone of Consideration. The criteria for becoming unfit for promotion shall be as under : • Has not completed the mandatory assignment. • Has exhausted all the chances. • Has secured less than the qualifying marks in AARFs. • Has secured less than the qualifying marks in written test. 10. Concession to SC/ST officers The concession to SC/ST officers in the matter of promotions to the grades of MMGS-II & MMGS-III will continue to be available to the eligible SC/ST officers as per Govt. of India guidelines as amended from time to time. Accordingly, SC/ST candidate senior enough in the Zone of Consideration so as to be within the number of vacancies will be placed in the select list without interview. 11. Promotion Appraisal Form (PAF) : Promotion Appraisal Forms will be prepared on all the officers who are eligible to participate in the promotion process and have not opted out. The formats of Promotion Appraisal Form for promotions to the grades of MMGS-II & MMGS-III, under merit and seniority cum merit channels respectively, are given at Annexure ‘X-A-1’ and ‘X-A-2’. The AARFs and the PAF scores will be examined by the Recommending Authority and a certificate on the lines indicated on the revised Promotion Appraisal Forms will be incorporated. The promoting/ appointing authorities will take into consideration the reviewed AARFs of the relevant years and the certificate of the recommending authority on the Promotion Appraisal Form, while deciding the promotion of the candidates and will incorporate a suitable confirmation to this effect in his/her orders effecting promotions. DMD & CDO shall be the competent authority to approve any changes/amendments/modifications/clarifications in the structure of PAF. 12. Zone of Selection : All officers in the Zone of Consideration will be listed in the descending order of merit and number of officers equal to thrice (3 times) the number of vacancies taken from top of the merit list will form the Zone of Selection. In case more than one officer secures marks equivalent to the cut off mark, all such officers will enter the Zone of Selection even if the number exceeds the stipulated three (3) times. The ZOS shall be decided as under : Merit channel : On the composite score of Promotion Appraisal Form Score and written test marks. In case of waiver of written test, with approval of the Chairman, during any year, ZOS will be decided on the basis of PAF scores only (AARF score + marks for Recommendations on overall suitability for promotion). Seniority cum merit channel : On the composite score of Promotion Appraisal Form Score including seniority marks. Under Seniority cum merit channel, 1 mark will be awarded for each completed year of service beyond the minimum service eligibility criteria for promotion under the channel as on the date of eligibility, subject to a maximum of 5 marks. In case less than the requisite number (i.e. less than thrice the number of vacancies) of candidates qualify for inclusion in the Zone of Selection, the available vacancies may be filled in from the candidates qualifying in the Zone of Selection if they are found fit in interview. If required number of suitable candidates is not available, the vacancies remaining unfilled can be filled from Merit Channel and vice versa. There shall be both way fungibility of vacancies between Merit Channel and Seniority cum Merit Channel. Circle wise merit lists would be prepared. For the purpose, eligible officers in the Corporate Centre departments, establishments, Associates & Subsidiaries and on deputation will be considered along with their respective parent Circles, i.e., the Circle where they were last posted. 13. Interview : The interviews will be conducted by a Committee appointed by the Promoting/Appointing Authority. Multiple Committees may be formed for the purpose, if required. The interview committee(s) for promotion to various grades will be constituted in terms of structure given in Annexure -V. The minimum qualifying Interview marks for promotion will be 40%. The respective promoting/appellate authorities may permit conduct of interviews of some or all the candidates through Video conference. The CHRC will be the competent authority to approve changes in the constitution of the Interview committee. 14. Process of Selection: A final merit list based on composite score of Promotion Appraisal Form, written test (only for merit channel), seniority (only for Seniority cum merit channel) and interview taken in their assigned proportion, given below, will be drawn on the basis of marks awarded to officers in the Zone of Selection who score equal to or more than the minimum qualifying marks in the interview. The proportion in which the various marks will be taken for the purpose of final merit is summarised hereunder : a) Merit channel : i) With Written Test: Proportions in which scores are to be taken in the final merit Weightage for PAF Written Test Interview Promotion to MMGS-II & to MMGS-III 40% 50% 10% ii) Without Written Test: Proportions in which scores are to be taken in the final merit Weightage for PAF Interview Promotion to MMGS-II & to MMGS-III 75% 25% b) Seniority cum merit channel : Proportions in which scores are to be taken in the final merit Weightage for PAF Seniority Interview Promotion to MMGS-II & to MMGS-III 75% 5% 20% In case more than one officer secures marks equivalent to cut off mark, all such officers should be taken to the final select list provided the total number of officers does not exceed the vacancies assigned for the particular promotion by more than 5%. These additional promotions should be adjusted from the next year’s vacancies. However, in case of their number exceeding by more than 5%, the final selection will be restricted to the exact number of vacancies and will be determined on the basis of inter-se seniority of such officers. 15. Sealed Cover Procedure Sealed cover procedure shall be applicable in respect of promotions to the grades of MMGS-II & MMGS-III, when the work and conduct of an officer has been investigated and records of the case have been duly examined by the disciplinary authority who has decided and ordered initiation of disciplinary proceedings and to serve a charge-sheet under SBI Officers‟ Service Rules or if CBI or any other investigating agencies have filed a charge-sheet and commenced trial in the court of law (after filing of FIR and completion of investigation). The other instructions related to sealed cover procedure and debarment policy as amended/modified from time to time will continue to be followed (for more details please see Annexure VIII). 16. Time-frame for Submitting Appeal against non-promotion : An aggrieved officer may prefer an appeal against his non promotion, to the Appellate Authority within thirty (30) days from the date the promotions are circulated, as per extant policy. Only the officers qualifying for the Zone of Selection can appeal against their non- promotion, as hitherto. 17. Medical Examination : No Medical Examination shall be required for promotion. 18. General Clarifications on the policy, if any, shall be given by the Deputy Managing Director & Corporate Development Officer in consultation with Central Human Resources Committee and his/her decision shall be final and binding on all concerned. 19. Summary of the eligibility norms and other criteria for promotions to the grades of MMGS-II & to MMGS-III are furnished in Annexures- VI & VII.
