PUBLIC NOTICE: REQUEST FOR APPLICATIONS DEMONSTRATION URBAN FOREST PROJECT COST-SHARE PROGRAM ISSUED BY THE STATE OF NEW MEXICO ENERGY, MINERALS AND NATURAL RESOURCES DEPARTMENT The New Mexico Energy, Minerals and Natural Resources Department (EMNRD), Forestry Division (Division) is seeking Applications to develop sustainable urban and community forestry demonstration projects including planting on public property or on private land that is open and accessible to the public for public benefit, as a means to maintain and improve community tree cover and display benefits to the community as a whole. Eligible Applicants are: • non-federal governmental entities; • urban forestry consulting firms or individuals (Consultants) with documented expertise and professional qualifications who are invested in education and community forestry assistance; and • non-profit organizations (Non-Profits) with documented expertise and professional qualifications to improve the health of New Mexico’s community forests. EMNRD may award multiple contracts as a result of this Request for Applications (RFA). Please note: Successful Applicants are required to provide a 1:1 match and shall not use any funds awarded for construction. EMNRD seeks Applications for planning, design, and implementation of urban and community forestry demonstration projects that demonstrate the benefits of maintaining and creating community forest cover and trees, including projects that showcase the strategic use of trees for energy conservation, storm water management/water quality improvement, air pollution reduction, or urban wood and fiber use projects. This RFA provides funding on a reimbursement basis and does not allow for indirect costs. EMNRD shall not allow more than five percent in administrative costs. The Division reserves the right to partially fund projects. Project contacts will be notified by the Division Program Manager before any partial funding is approved. Potential Offerors may obtain copies of the complete RFA by visiting nmforestry. Upon request, the Division will provide copies of the RFA on CD. EMNRD shall not accept proposals received after this date and shall make absolutely no exceptions for proposals not received at the above location by the appointed time. RFA responses MAY NOT be sent by facsimile or e-mail. This public notice is given pursuant to NMSA 1978, section 13-1-113. The Procurement Code, NMSA 1978, Sections 13-1-28 through 13-1-199, imposes civil and criminal penalties for its violation. In addition, New Mexico criminal statutes impose felony penalties for bribes, gratuities, and kickbacks.
