RECRUITMENT FOR THE POSTS OF ASSISTANT MANAGERS AND EXECUTIVE ASSISTANTS (CLERK) Jogindra Central Cooperative Bank Ltd; Solan, Himachal Pradesh invites ON LINE applications from the eligible candidates, for various categories in the Bank as detailed hereunder. The posts to be filled are purely on CONTRACT BASIS. Candidates belonging to all reserved categories should be bonafide Himachalis only. 2. An Ex Serviceman will be as defined by the Department of Personnel, Govt. of HP and should belong to H.P. 3. The wards of Ex Servicemen are not eligible for the posts advertised for Ex-Servicemen. 4. The certificate of IRDP issued by a competent authority will valid if issued within 6 months. 5. The certificate of OBC issued by a competent authority will be valid if issued within 2 years. 6. Candidate can only apply for one category of Executive Assistant only. 7. Numbers of posts are likely to increase. 2. PAY SCALES, ALLOWANCES: All the posts are purely on contract basis on a sum @ initial stage of pay band attached to the post plus admissible Grade Pay and applicable Dearness Allowance thereon. At present Pay Band attached to the respective posts with admissible Grade Pay is indicated below:- POST PAY BAND GRADE PAY Approximate Emoluments Per Month at present Assistant Manager Rs.10300-34800 Rs.4200 Rs. 26100/- Executive Assistant (Clerk) Rs.10300-34800 Rs.3200 Rs. 24300/- 3. CONTRACT PERIOD Selected candidates will be ON CONTRACT for a period of Five Years from the date of joining which is subject to renewal on year to year basis, based on their performance. During the period of Contract, the appointees can be posted anywhere in the Bank’s area of operation. They will be considered for regularization after five years of contracted service keeping in view their performance. 4 ELIGIBILITY CRITERIA FOR THE NOTIFIED POSTS: 1. Please note that the eligibility criteria specified herein are the basic criteria for applying for the post. Candidates must necessarily produce the relevant documents pertaining to category, nationality, age, educational qualifications, post qualification work experience etc. in original alongwith attested photocopy thereof in support of their identity and eligibility as indicated in the online application form at the time of interview. Please note that no change of category will be permitted at any stage after registration of the online application. Merely applying / appearing for and being shortlisted in the examination and/or in the subsequent interview and/ subsequent processes does not imply that a candidate will necessarily be offered employment. No request for considering the candidature under any category other than in which applied will be entertained. Page No. 2 2. All the educational qualifications mentioned should be from a University/ Institution/ Board recognised by Govt. Of India/ State Govt. approved by Govt. Regulatory Bodies and the result should have been declared on or before 01-01-2014. Proper document from Board / University for having declared the result on or before 01.01.2014 has to be submitted at the time of interview. The date of passing the examination which is reckoned for eligibility will be the date of passing appearing on the marksheet/ Provisional certificate. 3. Calculation of Percentage: The percentage marks shall be arrived at by dividing the marks obtained by the candidate in all the subjects in all semester(s)/year(s) by aggregate maximum marks in all the subjects irrespective of honours / optional / additional optional subject, if any. This will be applicable for those Universities also where Class / Grade is decided on basis of Honours marks only. 4. The fraction of percentage so arrived will be ignored i.e. 54.99% will be treated as less than 55% and 49.99% will be treated as less than 50%. Post ELIGIBILITY CRITERIA Age (as on 1st January, 2014) Assistant Manager Graduation with 55% marks or Commerce graduate with 50% marks + Computer Knowledge. Preference will be given to the candidates having post graduation as also with qualifications in disciplines like economics, statistics etc. and also additional qualifications like Diploma from Indian Institute of Banking and Finance, Mumbai. Additional weightage for technical or professional qualifications or CAIIB. Executive Assistant 10+2 with atleast 50 % marks Or Graduation in any discipline Candidates belonging to SC/ST/OBC: Concession /Grace of 5 % in marks. Desirable: - Preference shall be given to the candidates having studied Mathematics/Economics/ Statistics /Commerce/Computer as elective subject.. Executive Assistant PACS/ Other Society i). Secretaries of PACS / Employees of other Cooperative Societies having 10+2 with atleast 50 % marks or Graduate degree. ii). A minimum of 5 year continuous regular service as Secretary of Primary Agricultural Cooperative Society/ Employee of other Cooperative Societies. Desirable: - Preference shall be given to the candidates having studied Mathematics/Economics/ Statistics/Commerce/ Computer as elective subject. • Candidate should be above 18 years and below 45 years of age The candidates born between 01.01.1996 and 02.01.1969(both days inclusive) are eligible. In case of SC/ST candidates’ upper age is relaxable by 5 years. • In case of Ex- Servicemen, there will be relaxation in the upper age limit for recruitment on the pattern of state Govt. • In Case of Secretaries of PACS /Employees of other Cooperative Societies candidate must have completed 5 years regular service as on 01-01-2014. 5. Procedure for applying online 1. Candidates are first required to go to the Bank’s website jccb.co.in and click on the “Recruitment” page to open link which will be available from 3rd February, 2014 to 16th February, 2014. Page No. 3 2. Candidates will have to enter their details and upload the photograph and signature in the online application form. Candidates are required to upload their photograph and signature as per the specifications given in the Guidelines for Scanning and Upload of Photograph and Signature. 3. Fees will be paid through OFF-LINE mode as per procedure below. 4. Candidates who deposited applicable fee with The H.P. State Cooperative Bank Ltd; and Kangra Central Cooperative Bank Ltd; are also advised to send photocopy of Fee Challan to this office through ordinary post. 5. The Candidates can also fill the forms at any LOK-MITRA KENDRA run by the department of IT, Himachal Pradesh, who have already been requested to help the desirous candidates. 6. The final registration list of the candidates will be displayed on the Bank website on 25-02-2014 onwards. Payment of fee through the offline mode can be made at counters of all CBS branches of Jogindra Central Cooperative Bank Ltd., H.P. State Cooperative Bank Ltd., The Kangra Central Cooperative Bank Ltd):  The branches of the Jogindra Central Cooperative Bank are located in the following district of the state of Himachal Pradesh  Solan (28 branches including Extension Counter, Pay Office and Mobile Counter)  The branches of H.P. State Cooperative Bank are located in the following districts of the state of Himachal Pradesh  Shimla  Mandi  Bilaspur  Chamba  Kinnaur  Sirmour  The branches of the Kangra Central Cooperative Bank are located in the following districts of the state of Himachal Pradesh  Kangra  Hamirpur  Una  Kullu  Lahaul Spiti (ii). Candidates should carefully fill in the details in the On-Line Application at the appropriate places. Candidates are advised to verify every field filled in the application. The name of the candidate or his /her father/husband etc. should be spelt correctly in the application as it appears in the certificates/mark sheets. Any change/alteration found may disqualify the candidature. In the event of the candidate not able to fill the data in one go, or wishes to cross-check it before submitting, he/she can save the data already entered. When the data is saved, provisional registration number and password will be generated by the system and displayed on the screen. Applicants should note down the provisional registration number and password. Email & SMS indicating the provisional registration number and Password will be sent. Applicants can reopen the saved data using provisional registration number and password and edit the particulars, if needed. This facility will be available for three times only. Once the application is completely filled, applicant should submit the data by pressing the submit button appearing on the application. Applicant should take a printout of the system generated fee payment Challan immediately, which shall contain registration/reference Number and amount of the fee to be deposited. (iii). Fee payment will be accepted at all CBS Branches of Banks mentioned above, for paying the fees from the same day of registration onwards. (iv). Once fee has been paid, the registration process is completed. Candidate will receive registration confirmation by SMS/e-mail. (v). Please ensure to furnish correct Mobile number / email address to receive the registration confirmation. vi). Fee once paid will not be refunded in any case. Page No. 4 Note :  There is also a provision to reprint the submitted applications.  Bank will not be responsible for any consequences arising out of furnishing of incorrect and incomplete details in the form.  An online application which is incomplete in any respect such as without photograph and signature uploaded in the online application form will not be considered as valid. Candidates are advised in their own interest to apply on-line much before the closing date and not to wait till the last date for depositing the fee to avoid the possibility of disconnection/ inability/ failure to log on to the Bank’s website on account of heavy load on internet/website jam. Bank does not assume any responsibility for the candidates not being able to submit their applications within the last date on account of the aforesaid reasons or for any other reason beyond the control of the Bank. Please note that the above procedure is the only valid procedure for applying. No other mode of application or incomplete steps would be accepted and such applications would be rejected.  Any information submitted by an applicant in his/ her application shall be binding on the candidate personally and he/she shall be liable for prosecution/ civil consequences in case the information/ details furnished by him/ her are found to be false at a later stage. 7. CALL LETTERS/Admit Card: Call letters/Admit Card for Online Examination, to the registered and eligible candidates (after matching of Registration data and fees) mentioning the Roll No., Centre of test and other relevant information/ instructions will be generated ONLY, On –Line and shall be downloaded by the candidates themselves, after the notified date which shall be intimated to them in due course, through notification on Bank’s website. 8. SELECTION PROCEDURE: The screening test shall be through ON LINE mode only. The tentative date for examination shall be 22- 03-2014 and 23-03-2014. The number of candidates to be called for interview shall be atleast three times of number of posts. The marks of the Interview will not be more than 15% of the marks allotted for written test. • Preference shall be given to the candidates possessing knowledge of Custom, tradition, languages and Culture of the State of Himachal Pradesh and the test shall also include questions on the subject. • The examination may be held in multiple sessions. In such a case, the corrected scores Obtained by each of the candidates in different sessions will first be normalized using equipercentile method. • Responses (answers) of a candidate in online examination will be analyzed to detect patterns of similarity of right and wrong answers. If, in the analytical procedure adopted in this regard, it is inferred/concluded that the responses have been shared and scores obtained are not genuine/valid, the candidature may be cancelled and/or the result withheld. 9. IMPORTANT DATES 1. OPENING DATE OF ONLINE REGISTRATION 03rd February, 2014 2. CLOSING DATE OF ONLINE REGISTRATION 16th February, 2014 3. LAST DATE FOR PAYMENT OF FEES 17th February, 2014 10. GENERAL INSTRUCTIONS 1. Candidates will have to invariably produce and submit the requisite documents such as valid call letter, a photocopy of photo-identity proof etc. at the time of examination and interview respectively. 2. Before applying for the mentioned posts, the candidate should ensure that he/she fulfils the eligibility and other norms mentioned in this advertisement. Candidates are therefore to Page No. 5 carefully read this advertisement and follow all the instructions given for submitting online application. 3. Candidate’s admission to the examination/ shortlisting for interview and/ subsequent process is strictly provisional. The mere fact that the call letter(s)/ provisional allotment has been issued to the candidate does not imply that his/ her candidature has been finally cleared by the Bank. Bank would be free to reject any application, at any stage of the process, cancel the candidature of the candidate in case it is detected at any stage that a candidate does not fulfill the eligibility norms and/or that he/she has furnished any incorrect/false information/certificate/documents or has suppressed any material fact(s). If any of these shortcomings is/are detected after appointment in the Bank, his/her services are liable to be summarily terminated. 4. Decision of Bank in all matters relating to examination will be final and binding on the candidate. No correspondence or personal enquiries shall be entertained by the Bank in this behalf. 5. A candidate can apply for only one post in Executive Assistant Category and not more than one application shall not be entertained whereas he may apply for both posts i.e. Assistant Manager and Executive Assistant. In case of multiple Applications only the latest valid (completed) application will be retained and the application fee/ intimation charges paid for the other multiple registration(s) will stand forfeited. 6. Online applications once registered will not be allowed to be withdrawn and/or the application fee/ intimation charges once paid will not be refunded nor be held in reserve for any other examination. 7. Any resulting dispute arising out of this advertisement including the recruitment process shall be subject to the sole jurisdiction of the Courts situated at Solan. 8. Canvassing in any form will be a disqualification. 9. No request for change of address, or changes in any other details mentioned in the online application form will be entertained. 10. A candidate should ensure that the signatures appended by him/her in all the places viz. in his/her call letter, attendance sheet etc. and in all correspondences with the Bank in future should be identical and there should be no variation of any kind. 11. A recent, recognizable photograph should be uploaded by the candidate in the online application form and the candidate should ensure that copies of the same are retained for use at various stages of the process. Candidates are also advised not to change their appearance till the process is completed. Failure to produce the same photograph at various stages of the process/ doubt about identity at any stage could lead to disqualification. 12. The possibility for occurrences of some problem in the administration of the examination cannot be ruled out completely which may impact test delivery and/or result from being generated. In that event, every effort will be made to rectify such problem, which may include the conduct of another examination if considered necessary. 13. Candidates will have to appear for the interview at their own expense. 14. Bank shall not be responsible for any application made/ wrong information provided by an unauthorized person / institution. Candidates are advised not to share their application details with anyone. 15. Appointment of selected candidates is subject to his/her being declared medically fit. 16. Intimations will be sent by email and/ sms only to the email ID and mobile number registered in the online application form. Bank shall not be responsible if the information/ intimations do not reach candidates in case of change in the mobile number, email address, technical fault or otherwise, beyond the control of the Bank. Candidates are advised to keep a close watch on the authorised website of the Bank i.e. jccb.co.in for latest updates. Page No. 6 11. Use of Mobile Phones, pagers, calculator or any such devices: (a) Mobile phones, pagers or any other communication devices are not allowed inside the premises where the examination is being conducted. Any infringement of these instructions shall entail cancellation of candidature and disciplinary action including ban from future examinations. (b) Candidates are advised in their own interest not to bring any of the banned items including mobile phones/ pagers to the venue of the examination, as arrangement for safekeeping cannot be assured. (c) Candidates are not permitted to use or have in possession calculators in examination premises. 12. ACTION AGAINST CANDIDATES FOUND GUILTY OF MISCONDUCT/ USE OF UNFAIR MEANS Candidates are advised in their own interest that they should not furnish any particulars that are false, tampered with or fabricated and should not suppress any material information while submitting online application. At the time of examination, interview or in a subsequent selection procedure, if a candidate is (or has been ) found guilty of – i. using unfair means or ii. impersonating or procuring impersonation by any person or iii. misbehaving in the examination/ interview hall or disclosing, publishing, reproducing, transmitting, storing or facilitating transmission and storage of contents of the test(s) or any information therein in whole or part thereof in any form or by any means, verbal or written, electronically or mechanically for any purpose or iv. resorting to any irregular or improper means in connection with his/ her candidature or v. obtaining support for his/ her candidature by unfair means, or vi. carrying mobile phones or similar electronic devices of communication in the examination/ interview hall, such a candidate may, in addition to rendering himself/ herself liable to criminal prosecution, be liable : 1. to be disqualified from the examination for which he/ she is a candidate 2. to be debarred either permanently or for a specified period from any examination conducted by the Bank. 3. for termination of service, if he/ she has already joined the Bank. Important: Bank’s Examination Agency would be analysing the responses (answers) of individual candidates with other candidates to detect patterns of similarity of right and wrong answers. If in the analytical procedure adopted by agency in this regard, it is inferred/ concluded that the responses have been shared and scores obtained are not genuine/ valid, Bank reserves right to cancel the candidature of the concerned candidates and the result of such candidates (disqualified) will be withheld Managing Director
